The measures for network security review, which was adopted on February 15, 2022, is one of the most important regulations in China's data field this quarter. The Measures stipulate that if the data processing activities of network platform operators affect national security, or network platform operators with personal information of more than 1 million users go abroad for listing, they must conduct network security review. If the security review is triggered, the network security review process will involve the self-assessment of relevant companies, as well as the preliminary review and special review of regulators. Enterprises that fail to comply with the provisions of the measures will face serious legal consequences, including confiscation of illegal income, imposition of an administrative fine of up to 10 million yuan, revocation of business license or permit, and even criminal responsibility.

Another law that attracts people's attention is the regulations on the administration of Internet information service algorithm recommendation issued on March 1, 2022. This new regulation aims to strengthen the supervision of artificial intelligence based algorithms and promote the fairness and transparency of the use of recommended algorithms. If Internet companies use algorithms to push information to users, they must inform users in a significant way and provide users with the option to turn off the algorithm recommendation service.
Law enforcement dynamics
The Information Office of the State Council held a press conference on the "Qinglang" series of special actions on March 17, 2022. At the meeting, the deputy director of the state Internet Information Office introduced the relevant situation of the "Qinglang" series of special actions in 2022. The seventh "special action for comprehensive treatment of algorithms" requires key Internet enterprise platforms to rectify the problems of "information cocoon room" and "algorithm discrimination" caused by unreasonable application of algorithms.
