Based on the pilot trading in 9 provinces and cities in the early stage, the national carbon emission trading market has been opened in 2021. At present, the regional carbon emission trading platform operates in parallel with the national carbon emission trading platform, and may be gradually incorporated into the national carbon emission trading market in the future.
In terms of energy right transaction, Zhejiang, Fujian, Henan, Sichuan and other four provinces have piloted energy right transaction since 2016, and then Jiangxi, Hebei and other places have successively explored paid use and transaction of energy right. The country has formed a pattern of "4 + X" energy use right pilot and promotion. Various localities have their own pilot land use schemes, focusing on the formation of land use trading schemes.
The pilot of energy use right trading in various places is still in the exploratory stage, and its development road faces many potential problems. It is urgent to explore a growth path that can match the green transformation and long-term development of local economy.
