Macro background of national information consumption demonstration city
At present, China’s economic growth has entered the “new normal” Xi Jinping General Secretary clearly pointed out in the report of the 19th national congress that China’s economy has changed from a stage of high-speed growth to a stage of high-quality development. It is in a critical period of transforming the development mode, optimizing the economic structure and transforming the driving force of growth. Building a modern economic system is an urgent requirement to cross the threshold and the strategic goal of China’s development. We should deepen the supply side structural reform, cultivate new growth points and form new driving forces in the fields of medium and high-end consumption, innovation leadership, green and low-carbon, sharing economy and so on.
(I) information consumption is a new engine for China’s high-quality economic development
At the critical stage of promoting normalized epidemic prevention and control and economic and social development, the Party Central Committee with Comrade Xi Jinping as the core proposed to “accelerate the formation of a new development pattern with China’s big cycle as the main body and China’s international double cycle promoting each other”, and made important instructions on cultivating and expanding new online consumption, driving the recovery of offline consumption and promoting consumption replenishment for many times. The 14th five year plan and the long-term goal outline for 2035 have listed information consumption as the focus of development. The 2020 government work report also clearly puts forward: make good use of “Internet +”, promote the wider and deeper integration of Wuxi Online Offline Communication Information Technology Co.Ltd(300959) and develop new business forms and models to provide consumers with more convenient and comfortable services and products.
Since 2018, the world’s unprecedented major changes in a century and the global pandemic of covid-19 pneumonia have intertwined the impact, the external environment has become more complex and severe, and China’s economy is facing downward pressure. As an important driving force to boost consumption and unblock China’s circulation, information consumption effectively cultivates and expands new online models and new business formats spawned by the epidemic, creating new opportunities for stabilizing market confidence and driving the upgrading of the industrial chain. In 2020, China will become the only major economy in the world to achieve positive economic growth. The basic role of consumption will continue to be stable. The final consumption expenditure accounts for 54.3% of GDP, and the scale of information consumption reaches 5.8 trillion yuan, accounting for a growing proportion of final consumption. New information consumption modes such as online medical treatment, remote office and online shopping have penetrated into people’s clothing, food, housing and transportation. Information consumption has become the most active and innovative The emerging consumption field with the fastest growth and the broadest radiation has played an important role in hedging the impact of the epidemic and promoting the stable operation of the economy.
(II) the construction of demonstration cities is an important starting point for information consumption
National information consumption demonstration cities refer to those cities that actively carry out work related to information consumption, meet the conditions of the evaluation index system of information demonstration cities, and are awarded the title of “information consumption demonstration city” by the Ministry of industry and information technology. The Ministry of industry and information technology encourages and supports the evaluated cities in new information consumption demonstration projects and Telecommunications Universal Service pilot projects, so as to give full play to the leading role of demonstration, Guide more places to accelerate the work of information consumption.

On May 10, 2017, the State Council held the 172nd executive meeting to study and deploy the work of expanding and upgrading information consumption again. In August, the State Council officially issued the guiding opinions on further expanding and upgrading information consumption and continuously releasing the potential of domestic demand (GF [2017] No. 40, hereinafter referred to as the Guiding Opinions), which put forward the key areas and policies and measures for the development of information consumption in the coming period, which is of great significance for expanding and upgrading information consumption, continuously releasing development vitality and domestic demand potential, promoting supply side structural reform and improving people’s livelihood.
The Ministry of industry and information technology has actively implemented relevant work arrangements. Under the guidance of several opinions, the Ministry of industry and information technology selected 104 national pilot cities (counties and districts) of information consumption in two batches in 2013 and 2014 to promote the construction of pilot cities of information consumption through work guidance, project support, publicity and promotion, explore new models and paths for the development of information consumption, and drive the rapid development of national information consumption from point to area. In 2016, based on the construction of pilot cities (counties and districts) for information consumption, we continuously optimized the assessment indicators, selected 25 cities such as Beijing, Shanghai and Dalian as national information consumption demonstration cities, planned development ideas from a strategic height, explored development paths from a practical level, strengthened the experience promotion of demonstration cities and expanded the demonstration driving effect. In March 2019, the Ministry of industry and information technology, in combination with the new deployment and requirements of the guiding opinions and the new changes and trends in the development of information consumption, prepared and issued the management measures to standardize the establishment of information consumption demonstration cities, point out a clear direction for the construction of demonstration cities, and the demonstration cities have entered the stage of comprehensive and coordinated development and construction.
Based on the overall situation of urban development in China, the administrative measures regulate the establishment of information consumption demonstration cities from the aspects of overall principles, application conditions, application process, evaluation indicators and demonstration management. It is a guiding document for the construction and selection of national information consumption demonstration cities. In general, according to the principle of “Classified Development and emphasis”, information consumption demonstration cities are divided into comprehensive and characteristic types. From the dimensions of information consumption demand cultivation, information consumption supply capacity improvement, basic support conditions guarantee, new business forms and new models cultivation, information consumption environment construction and demonstration work plan, this paper puts forward the construction requirements and evaluation indicators of comprehensive demonstration cities and characteristic demonstration cities, The dynamic management requirements of the demonstration city are clarified, the information consumption of the evaluated cities is tracked and evaluated annually, and the title of the demonstration city is revoked for the cities that fail to pass the evaluation.
In 2019, the Ministry of industry and Information Technology launched the dynamic management of information consumption demonstration cities for the first time. Referring to the relevant requirements of the management measures, the Ministry reassessed the 25 pilot demonstration cities of information consumption in the early stage, actively absorbed new application cities, and finally selected 15 national information consumption demonstration cities (including 8 comprehensive and 7 characteristic). On this basis, 11 national information consumption demonstration cities will be added in 2020 (including 3 comprehensive and 8 characteristic cities). As of October 2021, there are 11 national comprehensive information consumption demonstration cities and 15 national characteristic information consumption demonstration cities.
