The "opinions" is the second officially released document on Rural Revitalization in 2022. "Two bottom lines, three key points and one strengthening" is the key word to master the Rural Revitalization in 2022. The two bottom lines refer to keeping food security and avoiding large-scale return to poverty. The main way to keep the bottom line is the industrial prosperity in the "three priorities". The industrial prosperity will promote the local employment and income of farmers, and improve the efficiency of food production through the modernization of primary industry (Agriculture). The other two of the "three priorities" are still highly consistent with the overall strategy of rural revitalization, namely, ecological livability and improving rural governance. Ecological livability, infrastructure first. One of the basic objectives of Rural Revitalization is to improve the living conditions of farmers and live a modern and civilized life, especially in the infrastructure of "water, road, electricity and network", which is in line with the surrounding cities and towns, including the construction of living infrastructure (sewage treatment and water supply guarantee) and production (water conservancy and roads), The opinion points out that facilities conducive to production and life, such as roads, warehousing and logistics, should be given priority.
Rural governance should not only make full use of personnel, but also improve digital empowerment. Rural governance is the cornerstone of national governance. The opinion points out that in rural areas, grid management and digital empowerment should be implemented, and the Internet plus government service should be extended to the countryside to expand the application scene of agricultural and rural big data. This is also in line with the guidance of "new urbanization" in China's coordinated development of urban and rural areas and the expansion of the radiation boundary of urban infrastructure. The positioning of digital economy in Rural Revitalization is not only to improve the efficiency of industrial prosperity, but also to solve the practical problems of rural government services, which will become an important part of the construction of rural information infrastructure.
