On January 21, 2022, the medical administration of the National Health Commission and the medical administration department of the State Administration of traditional Chinese medicine jointly drafted the Interim Measures for the management of clinic filing (Draft for comments) and the basic standards of clinics (revised in 2022, draft for comments), which were open to the public for comments.

Apply for the opening of clinics with the filing system to simplify the process
Article 4 & 5 of the document stipulates that the application for setting up a clinic shall be reported to the county (city, district) level health administrative department or the administrative department of traditional Chinese medicine where the clinic is to be held for the record, and the practice activities can be carried out after obtaining the clinic Filing Certificate. From the start-up requirements, the clinic changed from examination and approval to filing, which greatly released the freedom of medical institutions, shortened the preparation period of new institutions of continuous marketing medical institutions, and encouraged and supported the development of private medical services.

If an individual holds a clinic, the sponsor shall apply: if two or more people hold a clinic in partnership, the partners shall jointly apply: if a legal person or other organization holds a clinic, its legal representative shall apply. The policy has further relaxed the team system of private clinics. Individuals, legal persons and other organizations can organize clinics, which is conducive to the development and expansion of private linked medical institutions.
