The outline of the plan is prepared according to the 13th five year plan for the development of national strategic emerging industries, the outline of national innovation driven development strategy, the 13th five year plan for national scientific and technological innovation, the action plan for energy and technological revolution and innovation (2016-2030), the 14th five year plan for the development of green transportation and other relevant superior documents. The international Hydrogen Energy Commission predicts that by 2050, hydrogen energy will reduce 6 billion tons of carbon dioxide emissions and create a market value of US $2.5 trillion, accounting for 18% of global energy consumption, becoming the strategic direction of the transformation of global energy strategic structure in the future.
2. China attaches great importance to the development and utilization of hydrogen energy. Hydrogen powered vehicles can effectively reduce the air pollution caused by fuel vehicles. Guanghui hydrogen energy industrial chain planning will give full play to the characteristics that hydrogen energy has the dual attributes of energy and energy storage at the same time. Combined with the carbon reduction needs of energy consuming enterprises in naomao Lake area of Yiwu County, based on the existing chemical hydrogen production (gray hydrogen), the new energy (wind room photovoltaic) power generation – electrolytic water hydrogen production (green hydrogen) will be used as a breakthrough to cultivate and drive hydrogen production, hydrogen transmission, hydrogen storage Rapid development of hydrogen and related businesses. The application end gradually realizes three alternatives in naomao Lake area:
Replace the operation heavy truck in Naomaohu area with hydrogen energy heavy truck to realize the replacement of transportation energy;
Replace the production power of enterprises in the industrial park with green power to realize the replacement of green power;
Green hydrogen is used to replace the grey hydrogen of chemical projects in Naomaohu area to realize the replacement of chemical hydrogen.
Achieve the company’s goal of energy conservation and carbon reduction through three paths of “transportation energy substitution, green power substitution and chemical hydrogen substitution”. At the same time, according to the principle of overall planning and phased construction, Guanghui hydrogen energy demonstration project will be built first in 2022, the construction of hydrogen production and hydrogenation supporting system will be scientifically promoted, and hydrogen energy industry clusters with Guanghui characteristics will be gradually cultivated to drive the efficient development of clean and low-carbon NEW industries in Xinjiang.

The planning, construction and configuration of Guanghui Energy Co.Ltd(600256) hydrogen energy project include:
537 sets of 1000nm3 / h electrolytic water hydrogen production units;

2022 is the demonstration application stage. The transportation route of the company’s holding subsidiary Yiwu Guanghui Mining Co., Ltd. has the basic conditions for demonstration and promotion of hydrogen fuel heavy trucks. The demonstration project can first put 50 hydrogen fuel heavy trucks to replace the existing mining area – Naomaohu town (short-term) transportation line to draw heavy trucks.
2023-2025 is the stage of continuous introduction of the industry. Carry out large-scale demonstration of hydrogen production from renewable energy electrolytic water, gradually establish a relatively mature supply system for hydrogen production from renewable energy electrolytic water, and expand the replacement scale of hydrogen fuel heavy trucks. At the same time, expand the application scenarios of hydrogen production industry, make use of the company’s existing and planned natural gas filling stations, carry out the pilot layout of mixed construction of gas and hydrogen filling stations, and develop low-cost electrolytic water hydrogen production technology, high-pressure hydrogen storage, hydrogen transportation and injection technology; Implement green power substitution; Carry out the demonstration project of green hydrogen replacing gray hydrogen and build green hydrogen supporting chemical process.

(2) Main energy consumption indicators
① Planned power load: 7.757 billion kw · H / a (including planned power load for hydrogen production of 3.672 billion kw · H / a).
② It is planned to add hydrogen fuel heavy trucks: a total of 700 will be put into operation.
In 2022, 50 hydrogen fuel heavy trucks will be put into operation to replace the traction heavy trucks of the existing mining area – Naomaohu town (short line) transportation line;
From 2023 to 2025, 650 hydrogen fuel heavy trucks will be put into operation to gradually replace other transport vehicles in the existing baishihu mining area, the new Malang coal mine and Naomaohu mining area. By the end of 2025, the replacement rate will reach more than 10% of the total transport vehicles.
