The support policies issued by Shanghai this time are relatively strong, especially for industrial software. The main support directions are as follows: 1) for major projects of EDA, basic software, industrial software and information security software, the new investment of the project can be relaxed to no less than 50 million yuan, and the support proportion is 30% of the new investment of the project, In principle, the amount of support shall not be higher than 100 million yuan; 2) The post subsidy method is adopted to support the application of the first version of the software, and the support fund is 20% of the cumulative amount of the sales contract of the first three versions of the software products, with a maximum of no more than 2 million yuan; 3) For the city’s integrated circuit enterprises and innovation platforms to purchase qualified independent, safe and controllable EDA tools, a subsidy of 50% shall be given according to the actual purchase amount.
In addition, the policy also proposes to optimize the incentive policies for R & D personnel and enterprise core teams. Focus on supporting the R & D and design personnel of basic software, industrial software, emerging technology software, information security software enterprises and large industrial application software enterprises in line with the national planning and layout; The software enterprises recognized by the municipal competent department of industry will be included in the guarantee scope of municipal talent apartments.
In terms of R & D and application support, the policy specifically proposes to implement the special action of EDA ecological construction. Organize the research of EDA software technology, and support qualified enterprises to realize the breakthrough of whole process EDA tools from point to area. Support enterprises to build EDA open cloud platform, organize design users to carry out R & D verification with relevant EDA enterprises, and include the platform into the scope of use of “innovation voucher” for support.
The basic software and hardware tool chain represented by EDA will become the next important direction of localization
EDA is not only the Pearl in the crown of basic industrial software, but also the core tool brain in the R & D and design link of integrated circuit industry. Its value and the urgency of “sticking neck” are self-evident. The policy of Shanghai puts forward a package of supporting policies for supporting the development of EDA software. We believe that this reflects that the basic tool chain represented by EDA will become an important direction of localization in the next stage. We believe that the current localization has entered the 3.0 stage. Phase 1.0 mainly focuses on the localization of servers and PC machines, and phase 2.0 focuses on the localization of core electronic components, basic materials and production equipment. In phase 3.0, we need to focus on the basic tool chain of TMT industry in the R & D stage, that is, the localization of “basic software and hardware”. The software level takes CAD, CAE, EDA and other modeling and simulation software as the core, and the hardware level takes the scientific instrument of electromagnetic measurement as the core.
