Tibet Mineral Development Co.Ltd(000762) (hereinafter referred to as “the company”) holding subsidiary Tibet Xigaze Zabuye lithium industry High Tech Co., Ltd. (hereinafter referred to as “Tibet Zabuye”) Zabuye Salt Lake mining right license expires on May 5, 2022. As of the date of issuance of this announcement, the renewal procedures of Tibet Zabuye mining right license have not been completed. The Ministry of natural resources has received the application materials for mining right renewal registration submitted by Tibet Zabuye and is currently under examination and approval. The details are hereby announced as follows:
1、 Basic information of Zabuye Salt Lake mining license
Zabuye, Tibet currently holds the mining license issued by the Department of land and resources of the Tibet Autonomous Region. Its basic information is as follows:
Mine name: Zabuye salt lake deposit, Zhongba County, Xigaze, Tibet
Mining right holder: Tibet Xigaze Zabuye lithium High Tech Co., Ltd
Mining minerals: lithium, boron, sodium chloride, potassium chloride
Mining method: open pit mining
Production scale: 117000 T / A
Mining area: 2984717 square kilometers
Term of validity: May 5, 2011 to May 5, 2022
2、 Progress in handling renewal procedures when the mining license expires
At present, Zabuye, Tibet, is actively going through the renewal registration procedures of the mining right and mining license of Zabuye salt lake deposit. According to the opinions of the Ministry of natural resources on several matters of promoting the reform of mineral resources management (Trial) (nzg No. 2019 [7]), the renewal registration procedures will be examined and approved directly under the Ministry of natural resources in the next step.
Tibet Zabuye submitted the application materials for the renewal registration of mining rights in accordance with relevant regulations on March 30, 2022. The government hall of the Ministry of natural resources has received the application materials for the renewal registration of mining rights submitted by Tibet Zabuye, and the Ministry of natural resources will make an approval decision within 40 working days from the date of accepting the application.
On April 8, 2022, the Department of natural resources of the Tibet Autonomous Region issued the letter on the verification opinions on the application for renewal registration of the mining right of Zabuye salt lake deposit in Zhongba County, Xigaze, Tibet (zangzih [2022] No. 19), suggesting that the application for registration of the mining right be approved.
3、 Specific information on the payment or paid disposal of the income (price) from the transfer of mining rights
In accordance with the Interim Measures for the administration of the collection of income from the transfer of mining rights (CAI Zong [2017] No. 35), the notice on the market benchmark price of income from the transfer of mining rights (may 2019), the measures for the administration of the collection of income from the transfer of mining rights in Tibet Autonomous Region (Zang Zheng Ban Fa [2020] No. 32) and other relevant provisions formulated by the Department of natural resources of Tibet Autonomous Region, When handling the renewal registration of mining right, the company needs to pay the income from the transfer of mining right of Zabuye salt lake deposit in Tibet (hereinafter referred to as “income”).
On April 8, 2022, the Department of natural resources of Tibet Autonomous Region issued a letter on the verification opinions on the application for the renewal registration of the mining right of Zabuye salt lake deposit in Zhongba County, Xigaze, Tibet (Zang Zi Zi Han [2022] No. 19), which made it clear that after the review of the income evaluation report of the transfer of the mining right is completed, according to the notice of the Ministry of Finance and the Ministry of land and resources on printing and distributing the Interim Measures for the administration of the collection of the income from the transfer of mining right (CAI Zong [2017] No. 35) The notice of the general office of the people’s Government of the Tibet Autonomous Region on printing and distributing the measures for the implementation of the administration of the collection of proceeds from the transfer of mining rights in the Tibet Autonomous Region (Zang Zheng Ban Fa [2020] No. 32) shall be paid in accordance with the contract before May 30, 2022.
At present, the company has not received the income evaluation report and expropriation notice of Tibet Zabuye mining right, so the actual payment amount and specific payment method are still uncertain. The subsequent company will timely fulfill its letter Phi obligations according to the actual situation.
4、 Possible impact on the company
The Ministry of natural resources has received the application materials for mining right extension registration submitted by Zabuye, Tibet, and is currently under examination and approval. The normal production and operation of Zabuye, Tibet will not be affected during the handling of mining right extension procedures.
As for the follow-up progress of the extension of mining warrants of subsidiaries, the company will timely perform the obligation of information disclosure in accordance with relevant regulations. Please pay attention to the investment risks.
