On March 28, the people’s Government of Mengjin District of Luoyang City publicized the social stability risk analysis and assessment of the million ton ethylene project of Sinopec Luoyang Branch.

The preliminary risk investigation of the project and soliciting public opinions are now publicized.

\u3000\u30003. Site selection of the project: it is located in the petrochemical park of advanced manufacturing development zone, Mengjin District, Luoyang City. The planned area is about 280.92 hectares. The nature of the land is for petrochemical industry. It extends to Luoyang Petrochemical Railway Marshalling Station in the south, jianxigou and the current Luoyang Petrochemical Plant in the East, the North Ring branch line to be adjusted in the north and Century Avenue in the West.

II. Risk investigation object and scope
The scope of risk investigation covers citizens, legal persons, local governments and their grass-roots organizations, other social groups and other stakeholders affected during the construction and operation of the proposed project. Stakeholders who are greatly affected by the project and have special difficulties shall be taken as key visit objects. The survey content includes the opinions and demands of stakeholders, the attitude of grass-roots organizations and media public opinion.
There was no specific report on the specific content of the project. However, on March 11, Luoyang development and Reform Commission released the list of the first batch of key construction projects in Luoyang in 2022.
Among them, Luoyang Petrochemical million ton ethylene project was selected. The construction contents include: the new ethylene project includes 1 million T / a steam cracking unit and subsequent high-performance metallocene polyethylene m-LLDPE, full density polyethylene, high-performance multi peak high-density polyethylene, high-performance copolymerized polypropylene, high impact polypropylene, ethylene vinyl acetate polymer EVA, ethylene oxide, acrylonitrile, Acrylonitrile Butadiene Styrene ABS Hydrogenated styrene butadiene block copolymer SEBS and other devices and supporting utilities.
In addition, on December 27, 2021, Luoyang natural resources and Planning Bureau explained the application for approval of the project land, which mentioned that the project has submitted for approval 803.6 mu of construction land, and it is also planned to submit for approval 822.6 mu of the first batch of urban construction land in 2022.
After the completion of Luoyang Petrochemical million ton ethylene project, it will accelerate the transformation and development of Luoyang Petrochemical and enhance the anti risk ability of enterprises, so as to drive the transformation and upgrading of petrochemical industry in the whole province and promote the high-quality development of manufacturing industry in Central China.
