2、 Reasons for bank account freezing
(I) dispute over the transfer price of fund units between the company and Chongqing Changshou District Jingkai Shengshi equity investment fund partnership (limited partnership)
Due to the dispute over the transfer price of fund units between the company and Chongqing Changshou District Jingkai Shengshi equity investment fund partnership (limited partnership) (hereinafter referred to as “Chongqing Shengshi”), a basic account under the name of the group company was frozen, with the frozen amount of 3653345166 yuan.
(II) loan dispute between Anhui Huadong Petroleum Equipment Co., Ltd. and Anhui Suzhou Rural Commercial Bank Co., Ltd
Anhui Huadong Petroleum Equipment Co., Ltd. (hereinafter referred to as “Huadong petroleum”) is a joint-stock company of Landocean Energy Services Co.Ltd(300157) . On August 25, 2015, Huadong petroleum signed a current loan contract with Anhui Suzhou Rural Commercial Bank Co., Ltd. (hereinafter referred to as “Suzhou bank”), which agreed on a loan limit of 9 million yuan and a loan period of 12 months, From September 24, 2015 to September 24, 2016. East China Petroleum provided collateral, mortgaged the land use right valued at 17582400 yuan and 1 Shanghai Pudong Development Bank Co.Ltd(600000) 0 yuan to Suzhou bank, and signed the mortgage contract. At the same time, East China Petroleum provided Suzhou bank with the resolution of the shareholders’ meeting and the letter of commitment of shareholders, promising that East China Petroleum shareholders Tang Yongcheng, Landocean Energy Services Co.Ltd(300157) etc. would provide joint and several liability guarantee. After that, Suzhou bank issued a loan of 9 million yuan to East China Petroleum. By the agreed maturity date of the loan, East China Petroleum failed to repay the loan as agreed in the contract. The plaintiff Suzhou bank has the priority to be paid for the land use right discount, auction and sale proceeds provided by the defendant East China Petroleum in the east of the outer ring road of Suzhou economic development zone, The defendants Tang Yongcheng, Mao Xiaoli, Tang Chengfeng, Landocean Energy Services Co.Ltd(300157) etc
East China petroleum shall be jointly and severally liable for the above repayment Landocean Energy Services Co.Ltd(300157) refused to accept the judgment and appealed to Suzhou intermediate people’s Court of Anhui Province (hereinafter referred to as “Suzhou intermediate people’s court”) on August 8, 2019. On January 10, 2020, Suzhou intermediate people’s court made a ruling upholding the original judgment.
Suzhou bank applied to Yongqiao court for enforcement. Landocean Energy Services Co.Ltd(300157) received the enforcement notice from Yongqiao court. After inquiry, the company learned that the relevant bank accounts of the company had been frozen, with the frozen amount of 93 Shanghai Jiaoda Onlly Co.Ltd(600530) 0 yuan.

On November 12, 2020, the company disclosed the announcement on the receipt of execution certificate by the company (Announcement No.: 2020113). The announcement mentioned that the company and Bank Of Beijing Co.Ltd(601169) had disputes over notarized creditor’s rights documents, and Bank Of Beijing Co.Ltd(601169) Beiqing road sub branch (hereinafter referred to as ” Bank Of Beijing Co.Ltd(601169) “) applied to Beijing CITIC notary office for issuing two execution certificates (2020) jingcitic Zhizi 01201 (2020) Beijing CITIC Zhizi 01200, the subject matter of execution are the principal of the guarantee payment of EUR 871790916 and the principal of the guarantee payment of EUR 7201760, as well as the penalty interest, notarization fee, lawyer’s fee, etc.
The dispute between the company and Bank Of Beijing Co.Ltd(601169) ‘s notarized creditor’s right document has been transferred to the court for execution.
