IDC industry comments: under the “double carbon” policy, the energy regulation of IDC industry is further tightened, and the four changes deserve attention

After China promised to implement the “double carbon” policy, the national development and Reform Commission, the Ministry of industry and information technology and the National Energy Administration successively issued the guiding opinions on accelerating the construction of the collaborative innovation system of the national integrated big data center, and the implementation plan for implementing the goal of carbon peak and carbon neutralization, and promoting the green and high-quality development of new infrastructure such as data center and 5g, It is required to establish and improve the green data center standard evaluation system and energy resources supervision system. In 2022, the pue of new large and super large projects will reach less than 1.4; Strive to make the pue of existing large and super large projects not higher than 1.8 through transformation. By 2025, the average pue of new large and super large projects in China will be reduced to less than 1.3, the pue of national hub nodes will be further reduced to less than 1.25, and the green low-carbon grade will reach more than 4a.

Subsequently, all localities have issued relevant policies and implemented corresponding measures to cooperate with the response. By combing and summarizing these policies and interviewing leading enterprises in the industry, local development and reform commissions, economic and information technology commissions and other institutions, we have obtained four major concerns of IDC industry under the “double carbon” trend.

1、 The government has tightened the control over the stock non / super performance evaluation data center, which is stricter in Beijing and Guangdong Province, and relatively gentle in Shanghai.

(1) Beijing has ordered the transformation of energy consumption projects without energy conservation review or exceeding the permitted scale within a time limit

The Beijing Municipal Development and Reform Commission and other departments issued several provisions on Further Strengthening the energy-saving review of data center projects and the Beijing implementation plan for further strengthening energy-saving, requiring that the data migration transition period must be set for the inventory non / super energy evaluation projects by category, and the deadline transformation shall be ordered; For projects that cannot be transformed or do not transform within the time limit, they shall be ordered to shut down according to law and regulations. Meanwhile, if the construction unit or its shareholders close the data center that has been put into operation within the administrative area of the city, half of its energy consumption can be deducted from the energy consumption of the new data center.

(2) Guangdong Province will make rectification within a time limit for data center projects that fail to handle energy-saving review according to law or fail to implement the energy consumption index requirements of energy-saving review

Guangdong Provincial Development and Reform Commission issued the notice on clarifying the requirements for energy conservation review of data center projects. The notice requires that Guangdong Provincial Energy Bureau will strengthen the supervision and management of the energy-saving review of data center projects in the province, and cancel the energy-saving review projects that fail to meet the requirements and accept the reply after the issuance of the notice on suspending the energy-saving review of data centers in the province on June 8. For data center projects that fail to handle energy-saving review according to law or fail to implement the energy consumption index requirements of energy-saving review, rectification shall be carried out within a time limit. For projects that fail to rectify or fail to meet the requirements after rectification, they shall be shut down or eliminated.

(3) The data center project approved by Shanghai Municipality and incorporated into the unified monitoring and management of the government

For the projects before the release of the measures of Shanghai Municipality for the implementation of energy conservation review of fixed asset investment projects, as long as they are incorporated into the unified management of the government after completion, cooperate with the daily inspection of the government, and the government recognizes the project; For the projects that have obtained approval in the process of issuing and implementing cross cutting documents in 2017-2018, the projects that have been informed to the local government, such as informing the housing and Urban Rural Development Commission and the local management committee or obtaining records, shall be recognized.

2、 The government will strengthen energy supervision over the stock data center, rectify projects with pue exceeding the standard within a limited time, and implement differential electricity prices for different pue projects

(1) Beijing will strengthen the actual operation of pue in the monitoring data center, and implement the differential electricity price policy for those exceeding the standard limit value; Urge the rectification of data centers with low energy efficiency

(2)上海市项目年用能数据若超过当量值1000吨标煤、能耗总量超过10%,需报政府重新认定;限时整改PUE超1.7项目

上海市经济信息化委员会发布了《上海市数据中心建设导则(2021版)》,要求新建大型数据中心PUE不超过1.3;新建边缘数据中心PUE不超过1.5。上海市政府要求项目每年上报用能数据,若项目能耗超过当量值1000吨标煤或能耗总量超过10%,需要报当地政府重新认定;数据中心PUE值超过1.7需要限时整改,拒不整改的,对项目施行差别电价,严重的直接关停项目。

(3)广州市政府要求开展低小散旧数据中心升级改造

广州市政府办公厅发布《广州市推进新型基础设施建设实施方案(2020—2022年)》,方案指示开展低小散旧数据中心升级改造,推进集约化建设。到2022年,项目设计PUE值平均低于1.3。

三、新建数据中心项目足额办理节能审查将成为必要条件,否则将面临巨大风险

(1)北京市防止个别建设单位报大建小,对上架进度提出要求

2021年7月,北京市发改委印发了《关于进一步加强数据中心项目节能审查的若干规定》。规定要求,防止个别建设单位报大建小,挤占能耗指标。项目获得节能审查意见后,两年内上架率未达到80%的,建设单位应向原节能审查机关提出变更申请。

(2)广东省没有能评指标要求的数据中心要关停,获批两年未开工建设项目,不予办理节能审查意见续期

广东省发改委、能源局分别发布了《关于明确数据中心项目节能审查办理要求的通知》、《广东省能源局关于明确全省数据中心能耗保障相关要求的通知》。通知要求,对获批两年后仍未能开工建设的项目,不予办理节能审查意见续期并关停。其中对于承载通信网络等重要数据的数据中心,统一报备省发改委处理。

四、可再生能源利用以及规划将成为数据中心的重要考量因素,

2021年5月,11月国家发改委等部门分别印发了《全国一体化大数据中心协同创新体系算力枢纽实施方案》,《贯彻落实碳达峰碳中和目标要求,推动数据中心和5G等新型基础设施绿色高质量发展实施方案》。方案要求推动数据中心充分利用风能、 Cecep Solar Energy Co.Ltd(000591) 、潮汐能、生物质能等可再生能源;支持数据中心集群配套可再生能源电站;扩大可再生能源市场化交易范围,鼓励IDC企业参与可再生能源市场交易;支持数据中心采用大用户直供、拉专线、建设分布式光伏等方式提升可再生能源电力消费,促进可再生能源就近消纳;支持模块化氢电池和 Cecep Solar Energy Co.Ltd(000591) 板房等在小型或边缘数据中心的规模化推广应用。

当前,行业内龙头企业已开始积极布局绿色能源的研究和使用。
