Shanghai Sixth Committee Office jointly issued the new policy on network security industry
On December 21, 2021, according to the disclosure on the official website of Shanghai Commission of economy and information technology, Shanghai Municipal Commission of economy and information technology, the network information office of the municipal Party committee, the municipal development and Reform Commission, the Municipal Science and Technology Commission, the Municipal Finance Bureau and the Municipal Communications Administration jointly issued the notice of Shanghai action plan for building a new high in network security industry (2021-2023).
Main objective: to double the industrial scale in two years and build a national network security innovation highland
The action plan proposes that by 2023, the scale of the city’s network security industry will double, with an industrial scale of more than 25 billion yuan, an annual compound growth rate of more than 25%, accounting for more than 10% of the national industrial scale, driving the growth of related industries by more than 250 billion yuan and cultivating 10 industry leading enterprises. At the same time, focusing on the innovative scenarios such as industrial Internet, new digital infrastructure, artificial intelligence and data compliance in the digital transformation of urban economy, life and governance, we will promote the opening of at least 100 security needs and deepen the innovative application of network security technologies, products and services. We believe that the compound annual growth rate of 25% represents that Shanghai’s network security industry will enter a rapid growth period. The development goal of cultivating 10 industry leaders will also drive the sustainable development of relevant network security enterprises in Shanghai.
Focusing on the four digital transformation scenarios, data security has become a new hotspot
The action plan focuses on four digital transformation scenarios, which are: 1) focus on industrial Internet security, improve industrial information security situational awareness, simulation testing, and promote enterprises to “go to the cloud safely”; 2) Ensure the security of data infrastructure and establish a “three synchronization” mechanism for urban new generation information infrastructure, integrated infrastructure and innovative infrastructure; 3) Focus on artificial intelligence security, promote the security and compliance construction of industry training resource base, and build the supply capacity of multi-party secure computing services for private data; 4) Ensure data application security and accelerate the construction of public data security operation mechanism around data security compliance requirements.
We believe that data security has become the focus of the construction of the action plan, whether emphasizing “homomorphic encryption” in “focusing on key technology breakthroughs”, or proposing “building the supply capacity of multi-party secure computing services for private data” in the four digital transformation scenarios, and separately emphasizing “ensuring the security of data applications”. In the next 3-5 years, the construction of data security is expected to replace the construction of equal security and become the largest incremental source of network security track.
It emphasizes promoting service transformation and innovation, and the demand for security services is expected to increase
The action plan emphasizes “promoting the layout of safety service, advocating the concept of ‘safety is service’, encouraging enterprises to set up safety operation service centers, and changing from providing products to providing services and solutions”. We believe that with the complexity of security products and requirements and the diversification of attacks, the demand for network security services and its proportion in the network security industry are expected to continue to increase in the future.
