On December 17, Jilin Provincial Department of ecological environment announced that it planned to review the environmental impact assessment of Petrochina Company Limited(601857) Jilin Petrochemical Company’s oil refining and chemical transformation and upgrading project. Now the basic information of the environmental impact assessment documents to be reviewed is publicized for 5 working days.
The construction site of the project is located in Jilin chemical industry circular economy demonstration park in Jilin City, including the eastern New Area, oil refinery and high-carbon alcohol plant, organic synthesis plant, calcium carbide plant, dye plant and fine chemical plant in the middle, acrylonitrile plant, chemical fertilizer plant and synthetic resin plant in the West.
Basic information of the project
On the basis of constant total crude oil processing scale, adjust the types of crude oil processing, and build 2.2 million T / a wax oil hydrocracking unit (including 300000 t / a naphtha isomerization separation), 1 million T / a diesel oil adsorption unit and 300000 t / a C2 recovery unit;
The existing I atmospheric and vacuum distillation unit is transformed in other places, the processed crude oil is changed to Russian crude oil, and the II atmospheric and vacuum distillation unit is transformed to process Qing / Ji crude oil;
The 900000 T / a hydrocracking unit is transformed into a catalytic diesel hydrotreating unit. While maintaining the crude oil processing capacity, the unit takes straight run diesel as raw material and no longer processes wax oil;
Environmental protection transformation of 1 million T / a delayed coking unit;
The solvent regeneration system of III sulfur recovery unit in the 2 + 20000 t / a sulfur recovery combined unit was adaptively reformed to make its treatment capacity reach 240 t / h, and the II catalytic cracking unit was shut down.
A 1.2 million T / a ethylene plant will be built in the chemical industry, and a 1 million T / a pyrolysis gasoline hydrogenation unit, a 450000 T / a aromatics extraction unit, a 400000 T / a high-density polyethylene unit, a 300000 t / a ethylene oxide unit, a 400000 T / a EVA unit, a 350000 T / a phenol propanone unit, a 240000 T / a bisphenol a unit, a 40000 t / a ethylene propylene rubber unit will be built in the downstream 100000 / 40000 t / a MTBE / 1-butene unit, 600000 T / a styrene unit, 260000 T / a acrylonitrile unit, 600000 T / a ABS unit, 800000 T / a solvent deasphalting unit, 160000 T / a asphalt gasification unit, 50000 T / a butadiene rubber unit, 200000 t / a butadiene extraction unit and 8000 T / a acetonitrile unit.
