During the 13th Five Year Plan period, China’s legislation in the field of network rule of law has achieved remarkable results, the basic legal framework has been preliminarily completed, and the frontier legislative field is also being explored. Over the past year, China has made breakthroughs in the construction of the rule of law on the Internet, and important national legislation has been intensively introduced, further consolidating the institutional foundation of the Internet legal system. The network security system has been basically completed, the data governance system has been fully launched, the foundation of cyberspace ecological governance has been strengthened, the network social governance services have been developed with high quality, the risk prevention has been strengthened in new technologies and new business fields, and the institutional tools have been enriched in the field of foreign-related legislation.
Internationally, network security management has carried out strategic layout, personal information protection rules have been further deepened, network content management focuses on platform responsibility, antitrust reform in the network field has been deepened, and legislation on the key application of new technologies and new businesses has been accelerated. Next, according to the overall requirements of the CPC Central Committee for the field of network rule of law, in the future, the field of network rule of law should strengthen the theoretical research of network legal system and actively promote the formulation of supporting rules for basic legislation; Face up to safety risks and build a risk prevention system; Coordinate the internal and external dual cycle legislative situation, and optimize the institutional guarantee system of internal and external interaction and accommodation; Cultivate an integrated and complementary network content ecology and create a diversified and innovative institutional pattern.
