Recently, the first batch of five provincial enterprises reformed and established by the CPC Hubei Provincial Committee and the provincial government were listed, and other batches of provincial enterprises will be reformed and reorganized in the follow-up. The reform of state-owned assets and state-owned enterprises in Hubei Province is based on the principle of "highlighting the main responsibilities of the main business, paying attention to the functions of state-owned enterprises and focusing on innovation and development", which aims to improve the problems of small scale, poor structure, low efficiency and weak main business of provincial state-owned enterprises.
The reform and reorganization of provincial enterprises will further enhance the main business advantages of provincial state-owned enterprises and promote the functional differentiation of provincial enterprises. However, it is expected that some important businesses of provincial enterprises will be stripped off or major assets will be transferred, and even the whole will be transferred to subsidiaries of other provincial enterprises. If such circumstances occur, it will have an adverse impact on their functional importance and external support evaluation.
The reform and reorganization involves many subjects, a large amount of assets and spans multiple industries. At the same time, the personnel supporting reform involved in the reform of state-owned enterprises will be a major problem. It is necessary to continue to pay attention to the management challenges faced by the inheritance and integration of creditor's rights and debts of relevant restructured enterprises, follow-up asset operation, equity combing and personnel supporting reform.
Not all enterprises will benefit from this reform. The scale, business sustainability, diversity and other credit indicators of some provincial enterprises will be adversely affected, and the credit performance of some provincial state-owned enterprises may be weakened.
