On February 10, the national development and Reform Commission and the National Energy Administration issued the opinions on improving the institutional mechanisms and policy measures of green and low-carbon energy transformation, and put forward a number of opinions on improving the institutional mechanisms and policy measures of green and low-carbon energy transformation.

The opinions put forward to improve the system and policy system to guide green energy consumption; Establish a new mechanism for green and low-carbon oriented energy development and utilization; Improve the construction and operation mechanism of new power system; Improve the clean and efficient development and utilization mechanism of fossil energy; Improve the safe supply system for green and low-carbon transformation of energy; Establish a scientific and technological innovation system to support the green and low-carbon transformation of energy; Establish a fiscal and financial policy guarantee mechanism to support the green and low-carbon transformation of energy.

The construction of large-scale wind power generation bases will be accelerated. It is proposed to promote the construction of an energy supply system dominated by clean and low-carbon energy. Focus on deserts, Gobi and desert areas, accelerate the construction of large-scale wind power and photovoltaic power generation bases, and support the construction, combination and development of new energy power. According to incomplete statistics, the nine clean energy bases in the 14th five year plan released by the state involve more than 200GW of photovoltaic and wind power construction scale planned by provinces. In late December 2021, the national development and Reform Commission and the National Energy Administration jointly issued the notice on printing and distributing the list of the first batch of large-scale wind power photovoltaic base construction projects focusing on deserts, Gobi and desert areas. The list involves 19 provinces with a total scale of 97.05gw. The state will accelerate the construction of large-scale wind power photovoltaic base projects in deserts, Gobi and desert areas, which will significantly increase the scale of landscape construction during the 14th Five Year Plan period and drive the development of relevant industrial chains.

The large-scale scenery base project promotes the construction of Lihao UHV power grid. Under the background of the construction of new power system with new energy as the main body, as China’s planned scenic bases are mainly distributed in deserts, Gobi and desert areas in Western and Northern China, the consumption and transmission of new energy rely on UHV lines, which will create huge investment demand. During the 14th Five Year Plan period, the State Grid planned to build the “24 AC and 14 DC” UHV project, involving more than 30000 kilometers of lines, 340 million KVA of transformation and current conversion capacity, with a total investment of 380 billion yuan, a significant increase of 35.7% compared with 280 billion yuan of UHV investment in the 13th five year plan. The UHV field will usher in an acceleration period.
