The opinions pointed out that we should pay attention to systematic planning and overall promotion, appropriately advance investment and construction, and improve the supply capacity of urban environmental infrastructure. In terms of sewage treatment, the layout and scale of sewage treatment facilities should be optimized as a whole. Large and medium-sized cities can promote construction in accordance with the principle of moderate advance, and appropriate development space should be reserved for established towns. In terms of domestic waste, the construction of waste incineration facilities will be accelerated in areas with a daily domestic waste removal volume of more than 300 tons in urban built-up areas. At the same time, the “opinions” clearly defined the development objectives of the 14th five year plan and the 15th five year plan.
It is an important direction to make up the weak points of the short board. The focus of urban environmental infrastructure construction is to make up for weaknesses, strengths and weaknesses, optimize layout and improve quality, and promote the integrated, intelligent and green development of environmental infrastructure. Among them, sewage treatment, domestic waste and other solid wastes and hazardous wastes are the key directions. The opinion points out that by 2025, in terms of sewage treatment and resource utilization, the new sewage treatment capacity will be 20 million m3 / day, the sewage treatment rate of the county will reach more than 95%, the resource utilization rate of sewage in cities with water shortage at prefecture level and above will exceed 25%, and the harmless disposal rate of urban sludge will reach 90%; In terms of domestic waste disposal, the classified collection and transportation capacity of domestic waste reaches about 700000 tons / day, and the incineration capacity of urban domestic waste reaches about 800000 tons / day. The resource utilization rate of urban domestic waste reaches about 60%, and the incineration capacity of urban domestic waste accounts for about 65% of the harmless treatment capacity; In terms of solid waste disposal, the capacity of solid waste disposal and comprehensive utilization has been significantly improved, the utilization scale has been continuously expanded, and the comprehensive utilization rate of new bulk solid waste has reached 60%; In terms of hazardous wastes, all medical wastes in urban built-up areas above the county level have been disposed of innocuously.
The price charging system will be further improved. The opinions pointed out that efforts will be made to improve the price formation and charging mechanism for the disposal of sewage, domestic waste, hazardous waste and medical waste. For the subdivided fields where the marketization development is relatively mature and the price and fee can be adjusted through the market, the price and fee standard shall be determined according to the marketization method. For the subdivided fields where the market-oriented development is insufficient and it is difficult to fully adjust the price and fee temporarily by relying on the market, take into account the public welfare attribute of environmental infrastructure, and improve the price and fee standard in accordance with the principle of covering cost and reasonable income.
