"Clear water and clean beaches, abundant fish and gulls, and harmonious human sea". With the overall promotion of land and sea planning, the people of Bamin have an increasing sense of acquisition, happiness and security near the sea and close to the sea. The beautiful bay scene is gradually unfolding along the coast of Fujian.
In recent years, Fujian Province has focused on coastal bays and estuaries, strengthened precise pollution control, implemented land and sea pollution source control by zoning and classification, and continuously improved the environmental quality of coastal waters. Improve the level of comprehensive treatment of marine ecology by promoting the comprehensive treatment of floating garbage, the investigation and treatment of sewage outlets into the sea, the collection and treatment of sewage in coastal urban and rural areas, and the prevention and control of aquaculture pollution.
For example, in terms of scientific sea governance, Fujian adheres to the overall planning of land and sea and the linkage of river and sea to promote the reduction of land and sea pollution sources. The treatment of rivers entering the sea extends to capillaries, with an investment of 2 billion yuan to implement the comprehensive treatment of 300 small watersheds and eliminate inferior class V water bodies; A total of 9541 outlets were fully discharged into the sea, and "one outlet and one file" was established; 56 sewage treatment plants at or above the county level along the coast have achieved class I a discharge standard, and the deep-sea discharge of tail water in 8 coastal industrial parks has been transformed.
In 2018, Zhangzhou was selected as the national "demonstration city for the treatment of urban black and odorous water bodies", and put forward a new three-year action plan for the treatment of black and odorous water bodies, comprehensively launching the battle for the treatment of urban black and odorous water bodies. According to the person in charge of the PPP project team for the comprehensive improvement of the river environment in Zhangzhou City, the "problem lies in the water, the root lies on the shore, the key is the outlet, and the core is the pipe network", and the source control and pollution interception is the key to the improvement of the black and smelly water body. In order to thoroughly control the pollution sources of inland rivers, the staff of Zhangzhou inland river treatment project department spent a lot of time and energy to form a map of the drainage pipe network of pollution sources.
Now, with the in-depth development of Zhangzhou inland river project, the water quality of urban inland rivers has been significantly improved, 20 black and smelly water bodies in the built-up area have been basically eliminated, the old appearance of the river basins of 99 Bay, east ring River and Sanxiang river has been renewed, the "appearance" of the river has been significantly improved, and gradually presents a beautiful scene of "clear water, green bank and shallow bottom".
At the same time, in order to further improve the ability of pollution prevention and control in coastal waters, Fujian issued the implementation opinions on Comprehensively Strengthening Ecological and environmental protection and resolutely fighting the battle of pollution prevention and control, so as to comprehensively reduce the total amount of pollutants discharged into the sea by land and sea. A total of 2678 outlets were investigated and renovated, and mariculture that did not conform to the plan was returned. Plastic fishing rafts and shellfish and algae raft culture floating balls were transformed, and deep-water storm resistant net cages were built.
In terms of improving the ability of precise pollution control, 44 coastal development zones have built centralized sewage treatment facilities with nitrogen and phosphorus removal processes and online monitoring devices, and 32 industrial parks below the provincial level in coastal waters have realized centralized sewage treatment, discharge and networking. Since 2020, 1.17 million tons of sewage treatment capacity has been added, 2401 kilometers of sewage pipe network has been newly built and reconstructed, and the urban and rural sewage treatment rate has increased to more than 96%.
After long-term efforts and systematic efforts, in 2021, the proportion of excellent water quality in coastal waters of Fujian Province reached 85.2%, and Fuzhou Binhai Xincheng Bay area ranked among the top eight excellent cases of "beautiful bay" in China. The province's marine GDP exceeded 1.1 trillion, realizing the coordination between high-level protection of marine ecological environment and high-quality development of marine economy. In the selection of "beautiful bay" excellent cases organized by the Ministry of ecological environment in 2021, four Bay areas selected and declared by Fujian Province, including Fuzhou Binhai New Town, Southeast Xiamen sea area, Zhangzhou Dongshan Maluan Bay Jinluan Bay and Pingtan Tannan Bay, were shortlisted for the second round of on-site verification, ranking first in the country.
It is reported that in the next stage, Fujian will take the construction of "beautiful bay" as the leadership, speed up the introduction and implementation of the protection and construction plan of beautiful bay, speed up the construction of automatic marine monitoring buoy, Bay shore based high-definition probe and 500 ton marine environment monitoring ship with the goal of promoting the modernization of marine ecological environment governance capacity, and steadily improve the quality of marine ecological environment.
