According to the plan, during the 14th Five Year Plan period, the energy consumption of industrial units above designated size decreased by 13.5%, and the water consumption of 10000 yuan industrial added value decreased by 16%. By 2025, through the implementation of energy conservation and carbon reduction actions, the proportion of production capacity and data centers in key industries such as steel, electrolytic aluminum, cement, flat glass, oil refining, ethylene, synthetic ammonia and calcium carbide will reach the benchmark level of energy efficiency will exceed 30%.

I. General requirements

II. Main objectives

By 2025, the energy consumption per unit of China’s GDP will be 13.5% lower than that in 2020, the total energy consumption will be reasonably controlled, and the total emissions of chemical oxygen demand, ammonia nitrogen, nitrogen oxides and volatile organic compounds will be 8%, 8%, 10% and 10% lower than that in 2020 respectively. III. implement key projects of energy conservation and emission reduction

(I) green upgrading projects in key industries. We will focus on iron and steel, non-ferrous metals, building materials, petrochemical and chemical industries to promote energy-saving transformation and in-depth treatment of pollutants. Promote energy-saving technologies such as high-efficiency rectification system, high-temperature and high-pressure coke dry quenching and oxygen enriched enhanced smelting, and encourage the transformation of blast furnace converter long process steelmaking into electric furnace short process steelmaking. (IV) energy conservation and emission reduction projects in transportation and logistics. We will promote the construction of green railways, green roads, green ports, green waterways and green airports, and orderly promote the construction of infrastructure such as charging and changing electricity, filling (gas), hydrogenation and shore power of ports and airports. Increase the proportion of new energy vehicles used in urban public transport, leasing, logistics, sanitation and cleaning. We will speed up the transportation of bulk goods and medium – and long-distance goods from rail to rail and from rail to water, and vigorously develop multimodal transport such as rail, rail and water. (VII) pollutant emission reduction projects in key areas. We will continue to promote key areas of air pollution prevention and control in autumn and winter, and strengthen the structural adjustment of key industries and pollution control. Focus on the key areas of air pollution prevention and control, the Pearl River Delta and Chengdu Chongqing, promote the coordinated emission reduction of volatile organic compounds and nitrogen oxides, and strengthen the coordinated control of fine particulate matter and ozone. We will continue to fight for the protection and restoration of the Yangtze River, and solidly promote urban sewage and garbage treatment and pollution control projects such as industrial and agricultural non-point sources, ships and tailings ponds. By 2025, the overall water quality of the Yangtze River Basin will remain excellent, and the water quality of the main stream will be stable and reach class II. We will strive to fight a tough battle for ecological protection and governance of the Yellow River, implement deep water-saving and water control actions, strengthen pollution control of important tributaries, and carry out investigation and regulation of sewage outlets into the river. By 2025, the water quality in the upper and middle reaches of the main stream of the Yellow River (above the Huayuankou) will reach class II. (8) clean and efficient utilization of coal. Based on the basic national conditions dominated by coal, we should adhere to establishing first and then breaking down, strictly and reasonably control the growth of coal consumption, pay close attention to the clean and efficient utilization of coal, promote the “three transformation linkage” of coal saving and consumption reduction transformation, heating transformation and flexibility transformation of existing coal-fired power units, and continue to promote the ultra-low emission transformation of coal-fired power units. We will steadily and orderly promote coal reduction in fuel gas generators, coal-fired hot blast stoves, heating stoves, heat treatment stoves, drying stoves (kilns) and building materials industries in key areas of air pollution prevention and control, and implement clean power and natural gas substitution. Promote the cogeneration transformation of large coal-fired power plants, fully tap the heating potential, and promote the elimination of coal-fired boilers and loose coal within the coverage of heating pipe networks. We will intensify the withdrawal of backward coal-fired boilers and small coal-fired thermal power plants, and promote the replacement of coal heating (steam) with industrial waste heat, power plant waste heat and clean energy. By 2025, the proportion of non fossil energy in total energy consumption will reach about 20%. During the 14th Five Year Plan period, the coal consumption in Beijing Tianjin Hebei and its surrounding areas and the Yangtze River Delta decreased by about 10% and 5% respectively, and the coal consumption in Fenwei plain achieved negative growth. (IX) comprehensive treatment project of volatile organic compounds. Promote the source substitution project of raw and auxiliary materials and products, and implement the treatment of pollutants in the whole process. Focus on industrial coating, packaging and printing industries, and promote the use of coatings, inks, adhesives and cleaning agents with low volatile organic matter content. Deepen the treatment of volatile organic compounds pollution in petrochemical and chemical industries, and comprehensively improve the waste gas collection rate, the synchronous operation rate and removal rate of treatment facilities. The volatile organic liquid storage tank shall be reconstructed, the floating roof tank shall be popularized to adopt full liquid floating tray and efficient double sealing technology, and the high concentration waste gas of the wastewater system shall be collected and treated separately. We will strengthen the management of oil and gas recovery from oil tankers and crude oil and product oil terminals. By 2025, the proportion of solvent-based industrial coatings and inks will be reduced by 20% and 10% respectively, and the amount of solvent-based adhesives will be reduced by 20%. (x) environmental infrastructure improvement project. Accelerate the construction of an environmental infrastructure system integrating sewage, garbage, solid waste, hazardous waste and medical waste treatment and disposal facilities and monitoring and supervision capabilities, and promote the formation of an environmental infrastructure network extending from cities to towns and villages. We will promote the construction and transformation of urban domestic sewage pipe networks, implement the transformation of mixed and wrong pipe networks and the renewal and repair of old and damaged pipe networks, speed up the filling of the gap in treatment capacity, and promote the resource utilization of sewage and the harmless disposal of sludge. Build a domestic waste treatment system of classified delivery, classified collection, classified transportation and classified treatment. By 2025, 80000 kilometers of sewage collection pipe network will be added and reconstructed, and the sewage treatment capacity will be increased by 20 million cubic meters / day. The harmless disposal rate of urban sludge will reach 90%, the incineration capacity of urban domestic waste will reach about 800000 tons / day, and the incineration capacity of urban domestic waste will account for about 65%. Fourth, improve the energy conservation and emission reduction policy mechanism

(I) optimize and improve the dual control system of energy consumption. We will give priority to energy conservation, strengthen the management of binding indicators for reducing energy consumption intensity, effectively enhance the flexibility of total energy consumption management, and strengthen the connection between the dual control policy of energy consumption and the objectives and tasks of carbon peaking and carbon neutralization. Based on the energy output rate and comprehensively considering the development stage and other factors, reasonably determine the goal of reducing energy consumption intensity in each region. The State implements the dual objective management of basic objectives and incentive objectives for the reduction of energy consumption intensity in the “14th five year plan” of all provinces (autonomous regions and municipalities directly under the central government), which is broken down from all provinces (autonomous regions and municipalities directly under the central government) to each year. Improve the way to determine the total energy consumption index. All provinces (autonomous regions and municipalities directly under the central government) determine the annual total energy consumption target according to the regional GDP growth target and the basic target of reducing energy consumption intensity. The energy consumption of raw materials is not included in the dual control assessment of national and local energy consumption. We will orderly implement the separate listing of energy consumption of major national projects and support the construction of major national projects. Strengthen energy-saving situation analysis and early warning, and strengthen work guidance for high-level early warning areas. We will promote the scientific and orderly implementation of energy budget management and optimize the rational allocation of energy factors. (II) improve the total pollutant discharge control system. Adhere to precise, scientific and legal pollution control, take the total pollutant emission control system as an important starting point to accelerate green and low-carbon development, promote structural optimization and adjustment, and improve the level of environmental governance, promote the implementation of key emission reduction projects, and form an effective emission reduction capacity. Optimize the decomposition method of total emission reduction indicators, and distribute the emission reduction of key projects to local governments in accordance with the principles of monitoring, verification and assessment. Places with heavy pollution control tasks undertake relatively more emission reduction tasks. Improve the accounting methods of total emission reduction, formulate accounting technical guidelines, strengthen the connection with emission permits, environmental impact assessment and approval systems, and improve the informatization level of total emission reduction accounting. (III) resolutely curb the blind development of high energy consumption and high emission projects. According to the national industrial planning, industrial policies, energy conservation review, environmental impact assessment and approval and other policies and regulations, carry out evaluation and inspection on the high energy consumption and high emission projects under construction, proposed and completed (hereinafter referred to as “two high” projects), establish a work list, clarify the disposal opinions, strictly prohibit the construction and operation of “two high” projects in violation of regulations, and resolutely win the “two high” projects that do not meet the requirements. Strengthen the supervision and evaluation of the implementation of the approval procedures and results of energy conservation review and environmental impact assessment of the “two high-tech” projects, and adjust the right to receive approval according to law and regulations if the approval ability is not suitable. Strengthen work guidance for the “two high” projects with an annual comprehensive energy consumption of 50000 tons of standard coal and above. We will strictly enforce financial discipline and guide financial institutions to improve the financing policies for “two highs” projects. (IV) improve laws, regulations and standards. We will promote the formulation and revision of laws and regulations on comprehensive utilization of resources, energy conservation law, circular economy promotion law, cleaner production promotion law, environmental impact assessment law, ecological environment monitoring regulations, energy conservation regulations for civil buildings and energy conservation regulations for public institutions, and improve measures for energy conservation review of fixed asset investment projects, power demand side management, pollution prevention and control management of non road mobile machinery, etc. According to the international advanced level, formulate and revise a number of mandatory energy-saving standards, and deeply carry out the leading actions of energy efficiency and water efficiency. Formulate and revise the standards for limiting the content of volatile organic compounds in consumer goods and the emission standards of air pollutants in key industries involving volatile organic compounds, and import non road mobile machinery to implement China’s emission standards. Gradually standardize and eliminate inefficient fossil energy subsidies. Expand the support scope of the central government’s clean heating policy in winter in northern China. Establish a sharing mechanism of local financial investment at all levels for the operation and maintenance costs of rural domestic sewage treatment facilities. Expand the coverage of government green procurement. Improve the green financial system, vigorously develop green credit, support energy conservation and emission reduction in key industries, make good use of carbon emission reduction support tools and special refinancing for clean and efficient utilization of coal, and strengthen environmental and social risk management. Regions with conditions are encouraged to explore and establish supporting policies such as financial interest discount, reward and subsidy, risk compensation and credit guarantee for green loans. We will accelerate the development of green bonds and support qualified energy-saving and emission reduction enterprises in listing, financing and refinancing. We will actively promote enterprises in high-risk areas to take out environmental pollution liability insurance. We will implement preferential tax policies for environmental protection, energy and water conservation and comprehensive utilization of resources. Improve the monitoring technology and emission calculation method of volatile organic compounds, and study the timely inclusion of volatile organic compounds into the collection scope of environmental protection tax after the relevant conditions are mature. We will strengthen the coordination between electricity price policies and energy conservation and emission reduction policies, continue to improve green electricity price mechanisms such as step-by-step electricity prices in high energy consuming industries, expand the scope and intensity of implementation, and implement the price upward policy of backward “two high” enterprises. We will foster and develop emission trading markets and encourage qualified regions to expand the pilot scope of emission trading. Promote green power certificate trading. Comprehensively promote power demand side management. We will promote contracted energy management and actively promote the “one-stop” comprehensive service mode of energy-saving consultation, diagnosis, design, financing, transformation and trusteeship. Standardize and open the environmental governance market, promote the third-party governance of environmental pollution, and explore and promote new models such as eco-environmental oriented development and environmental trusteeship services. Improve the statistical system and index system of energy consumption in industries, construction, transportation and other fields, and explore the establishment of a statistical system of energy consumption of urban infrastructure. Optimize the scope of statistical investigation of pollution sources, and adjust the statistical investigation indicators and emission calculation methods of pollutants. Establish a fixed pollution source monitoring system covering pollutant discharge permit holders, strengthen pollution source monitoring in industrial parks, and promote key pollutant discharge units involving volatile organic compounds to install online monitoring facilities. Strengthen the construction of grass-roots statistical teams, strengthen the audit of statistical data, prevent statistical fraud and fraud, and improve the quality of statistical data. V. strengthen the implementation of work

(I) strengthen organizational leadership.

All regions, departments and relevant units should fully understand the importance and urgency of energy conservation and emission reduction, unify their thoughts and actions with the decisions and arrangements of the CPC Central Committee and the State Council on energy conservation and emission reduction, based on the overall situation of economic and social development, adhere to the system concept, clarify objectives and responsibilities, formulate implementation plans and pay close attention to the implementation of work, Ensure the completion of the tasks of energy conservation and emission reduction in the 14th five year plan. Local people’s governments at all levels take overall responsibility for energy conservation and emission reduction in their respective administrative regions. The main responsible comrades are the first responsible persons. Give full play to the role of industry associations, business groups and public welfare organizations to support public welfare undertakings of energy conservation and emission reduction.
