Zhang Bo said that the state has long required the establishment of a sewage and garbage charging mechanism to basically cover the cost of sewage collection and treatment. Only when economic policies are established can the market play its role, social capital be willing to participate, and third-party institutions be willing to undertake the work of construction and operation. These tasks are not in place and only rely on financial funds. Once financial funds are tight, there will be one kind of problem. Therefore, all localities must, in accordance with the requirements of the state, improve environmental and economic policies, improve relevant charging mechanisms, give full play to the role of the market, and do a good job in the construction and operation of sewage and waste infrastructure in a sustainable manner. At the same time, we should also strengthen supervision, deepen the battle for the treatment of black and smelly water bodies, adhere to the problem orientation and result orientation, and force all localities to speed up the construction of urban sewage facilities through the treatment of black and smelly water bodies.

Zhang Bo said that in the next step, we will deepen the battle for the treatment of black and smelly water bodies and strengthen supervision through various channels such as satellite remote sensing, on-site verification and public reporting. Zhang Bo mentioned that first of all, the shortage of water resources is a prominent feature of the Yellow River Basin. In accordance with the concept of "four water and four determinations", we should reverse the practice of developing a large number of high water consumption industries in water shortage areas. Some areas with serious water shortage have developed many high water consumption projects in recent years, crowding out domestic and ecological water. This problem should be solved quickly.

The second is the problem of water environment control. The pollution characteristics of the Yellow River are concentrated in the middle reaches. First, the industrial park should make up the arrears in pollution control, industrial enterprises should enter the park, the park should build centralized sewage treatment facilities, stabilize the discharge up to the standard, and the relevant facilities should be connected with the ecological environment department. These basic work should be done well. In recent years, the provinces and regions along the Yellow River have made great progress in these aspects.

Second, the shortcomings of urban environmental infrastructure should be supplemented as soon as possible. The economy of the provinces along the Yellow River is not so developed, and the local finance is not very rich. Therefore, there are many shortcomings in the construction of urban environmental infrastructure and the treatment of black and smelly water bodies.

Third, some local cities have extensive environmental sanitation management. It is common for sewage and garbage to be dumped along the river and even directly discharged into rainwater pipelines. In the dry season, "hiding dirt" and "zero deposit and lump sum withdrawal" in the flood season, urban non-point source pollution is very serious.

"In the next step, we will guide and promote the Yellow River Basin, especially the middle reaches, to speed up the improvement of environmental infrastructure and strive to make up for this lesson by strengthening the pollution control of industrial parks and the treatment of black and smelly water bodies."
