The recycling network system of waste materials has been basically established, and more than 1000 green sorting centers have been built. The “scattered pollution” of renewable resources processing and utilization industry has significantly improved, and the level of agglomeration, scale, standardization and informatization has been greatly improved. The recycling capacity of nine main renewable resources, including waste steel, waste copper, waste aluminum, waste lead, waste zinc, waste paper, waste plastic, waste rubber and waste glass, has reached 450 million tons. The circulation order and trading behavior of second-hand goods were more standardized, and the trading scale was significantly increased. Establishing and improving the recycling system of waste materials is of great significance to improve the level of resource recycling, improve the ability of resource security, promote the development of green and low-carbon cycle, and help achieve carbon peak and carbon neutralization. In order to implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the relevant requirements of the outline of the national 14th five year plan and the 14th five year plan for the development of circular economy, and speed up the construction of waste material recycling system, the following opinions are put forward.
I. General requirements

II. Improve the recycling network of waste materials

(V) strengthen the standardized construction of waste material sorting center. Reasonably arrange the sorting center, build and transform the green sorting center according to local conditions, and implement the requirements of environmental protection, safety production, product quality and labor protection. Promote the construction of comprehensive sorting center and professional sorting center by category. The comprehensive sorting center shall strengthen the disposal functions such as safety detection, sorting, packaging and storage, so as to provide guarantee for the utilization of renewable resources from domestic and commercial sources and recyclables after the classification of domestic waste. The professional sorting center shall strengthen the sorting, shearing, crushing, cleaning, packaging, storage and other disposal functions. (VI) promote the specialization of waste material recycling. All regions are encouraged to adopt franchising and other methods, authorize specialized enterprises to carry out waste material recycling business, and implement large-scale and standardized operation. Guide recycling enterprises to improve the pretreatment capacity of waste material recycling according to the relevant standards and requirements of downstream recycled raw materials and recycled products. Cultivate diversified recycling entities and encourage various market entities to actively participate in the construction of waste material recycling system; Encourage recycling enterprises to establish long-term cooperation mechanisms with property enterprises, sanitation units, utilization enterprises and other units, unblock recycling channels, and form a standardized and orderly recycling industrial chain; Encourage steel, non-ferrous metals, papermaking, textile, glass, household appliances and other production enterprises to develop an integrated model of recycling, processing and utilization. (VII) improve the informatization level of waste material recycling industry. Support recycling enterprises to build a full chain business information platform and recycling traceability system by using modern information technologies such as Internet of things, big data and cloud computing.

III. improve the processing and utilization level of renewable resources
(VIII) promote the development of industrial agglomeration of renewable resources processing and utilization. Relying on the existing “urban mineral” demonstration base, resource recycling base and industrial resource comprehensive utilization base, make overall planning and layout of renewable resource processing and utilization base and regional trading center, ensure land use, water, electricity and other elements, promote the co construction and sharing of environment, energy and other infrastructure, promote the agglomeration and development of renewable resource industry, and promote the large-scale, standardized Clean utilization. (IX) improve the technical level of processing and utilization of renewable resources. Increase the promotion and application of advanced processing and utilization technology and equipment of renewable resources, promote the quality improvement and transformation of existing renewable resources processing and utilization projects, carry out technology upgrading and equipment renewal, and improve the level of mechanization, informatization and intelligence. Support enterprises to strengthen the research and development of technical equipment, and break through a number of common key technologies and large complete sets of equipment in the fields of fine disassembly, efficient dissociation of composite materials, clean extraction of valuable metals and remanufacturing. IV. promote the development of second-hand commodity trading and remanufacturing industry
(x) enrich the trading channels of second-hand commodities. We should encourage the development of the “Internet plus second-hand” mode, promote the standardized development of the online trading platform for second-hand goods, and improve the efficiency of second-hand commodity trading. Support the standardized construction and operation of offline physical second-hand markets, and encourage the construction of centralized and standardized “flea markets”. Where conditions permit, centralized and standardized second-hand commodity trading markets and special trading areas such as vehicles, household appliances, mobile phones, furniture and clothing can be built. Encourage communities to build second-hand commodity consignment stores and consignment points, regularly organize second-hand commodity trading activities, and promote the trading and circulation of idle goods in residents’ families. Schools at all levels are encouraged to set up old book sharing corners and sharing days to promote the exchange of old books between teachers and students. (XII) promote the high-quality development of remanufacturing industry. Improve the remanufacturing level of auto parts, engineering machinery, machine tools and cultural office equipment, promote the development of remanufacturing industry in emerging fields such as shield machine, aeroengine and industry Siasun Robot&Automation Co.Ltd(300024) , and promote the application of common key remanufacturing technologies such as nondestructive testing, additive manufacturing and flexible processing. Combined with industrial intelligent transformation and digital transformation, we will vigorously promote industrial equipment remanufacturing. Support enterprises in tunneling, coal mining, oil mining and other fields to widely use remanufactured products and services. Promote remanufacturing auto parts and remanufacturing cultural office equipment in the fields of after-sales maintenance, insurance and leasing. V. improve the policy guarantee system for recycling of waste materials
(XIII) strengthen factor guarantee. All regions shall incorporate the construction land related to waste material recycling networks such as delivery points, transfer stations and sorting centers into relevant plans, and use them as urban supporting infrastructure land to ensure reasonable land use demand. Increase land support for renewable resources processing and utilization industrial bases and second-hand trading markets. In combination with the actual situation in rural areas, the rural waste material recycling facilities shall be planned and arranged according to local conditions. (XIV) increase financial policy support for investment, taxation and finance. Local governments with conditions are encouraged to formulate support policies for the recycling of low value-added recyclables. Implement and improve relevant preferential tax policies for energy and water conservation and comprehensive utilization of resources according to law. We will study and improve the tax policies for the renewable resource recovery industry and standardize the tax behavior of business entities. Financial institutions are encouraged to increase the investment and financing of waste material recycling enterprises and key projects, and all kinds of social capital are encouraged to participate in the recycling of waste materials. Implement the special policy of industry finance cooperation to promote green industrial development, and give play to the role of the national industry finance cooperation platform. We will strengthen government green procurement and actively purchase renewable resources products. (XV) strengthen industrial supervision and management. Implement industry standard management for the recycling, processing and utilization of waste materials such as waste steel, waste non-ferrous metals, waste plastics, waste paper, waste tires, waste textiles, waste mobile phones and waste power batteries. We will strengthen environmental supervision over the recycling, processing and utilization of renewable resources, promote cleaner production, strengthen source control and standardized treatment of pollutants such as wastewater and waste gas, and ensure up to standard discharge. We will crack down on illegal dismantling and disposal of scrapped cars, abandoned electrical and electronic products according to law. We will severely crack down on illegal transactions, counterfeiting, fraud and other violations in renewable resource recycling and second-hand commodity trading. Strengthen the information security supervision of second-hand transactions of computer, communication and consumer electronic products to prevent user information leakage and malicious recovery. Vi. organization and Implementation
All localities should conscientiously implement their territorial management responsibilities, carefully organize and arrange the recycling of waste materials within their administrative areas, and clarify key tasks in combination with reality. Relevant departments of local governments shall carry out various tasks according to the division of responsibilities.
Relevant departments under the State Council shall strengthen work guidance and policy support in accordance with their duties.
