During the 13th Five Year Plan period, China’s charging infrastructure has achieved leapfrog development, charging technology has been rapidly improved, the standard system has been gradually completed, the industrial ecology has been formed steadily, and a charging infrastructure system with the largest number, the largest radiation area and the most complete service vehicles in the world has been built. However, there are still prominent problems behind the rapid development, such as the difficulty of building piles in residential communities, the uneven development of public charging facilities, the user charging experience needs to be improved, and the industry quality and safety supervision system needs to be improved. It is urgent to accelerate the innovation of relevant technologies, models and mechanisms to further improve the guarantee ability of charging services.

In order to fully implement the notice of the general office of the State Council on printing and distributing the development plan of new energy vehicle industry (2021-2035) (GBF [2020] No. 39), support the development of new energy vehicle industry, break through the bottleneck of charging infrastructure development, promote the construction of new power system and help achieve the “double carbon” goal, the following implementation opinions are formulated.

By the end of the 14th five year plan, China’s electric vehicle charging support capacity will be further improved, and a moderately advanced, balanced, intelligent and efficient charging infrastructure system will be formed, which can meet the charging demand of more than 20 million electric vehicles.

I. accelerate the construction and installation of charging facilities in residential communities

(I) improve the promotion mechanism for the construction of charging facilities in residential communities. local development and reform and energy departments should strengthen overall coordination and cooperation with housing, urban and rural construction and other departments to jointly promote the construction and transformation of charging facilities in residential communities. The residential community management unit shall actively cooperate with users in installing charging facilities and provide necessary assistance. The owners’ committee shall clarify the specific process of charging facilities construction in the property service area in combination with its own reality.

(II) promote the construction of charging facilities in existing residential communities. local development and reform, energy, housing and urban-rural construction departments should formulate action plans for the construction and transformation of charging facilities in existing residential communities, clarify the action objectives, key tasks and promotion sequence, and promote them according to local conditions in combination with the transformation of old urban communities and the construction of urban residential communities. If the installation conditions are met, the residential community shall build a certain proportion of public charging parking spaces, establish a time-sharing mechanism for charging parking spaces, and create conditions for users to charge.

(III) strictly implement the construction requirements of new residential communities. new residential communities shall ensure that 100% of fixed parking spaces are equipped with charging facilities or reserved installation conditions. When reserving installation conditions, power supply facilities such as pipelines and bridges shall be built to the parking space to meet the needs of direct meter installation and power connection. Local relevant departments shall supervise the planning, approval and completion acceptance of new residential projects according to law.

(IV) innovate the business model of charging service in residential communities. encourage charging operation enterprises or residential community management units to accept the entrustment of the owner to carry out “unified construction and operation” of charging facilities in residential communities, uniformly provide paid services such as construction, operation and maintenance of charging facilities, and improve the safety management level of charging facilities and the proportion of green power consumption. Encourage new modes such as “sharing adjacent parking spaces” and “one pile for more vehicles”.

II. Improve the guarantee capacity of charging and changing electricity in urban and rural areas

(V) establish and improve the planning working mechanism. local development and reform and energy departments should actively work with the departments of industry and information technology, natural resources, housing and urban-rural construction, transportation and other departments to scientifically prepare the “14th five year plan” for provincial charging infrastructure, and guide prefectures and cities to prepare layout plans with districts and counties as the basic units. The demonstration of public charging stations that give priority to the use of land resources such as stock parking lots and build in the form of new land supply should be strengthened. The contents related to layout, land use and use control shall be well connected with relevant planning.

(VI) optimize the construction layout of urban public charging network. further optimize the layout of public charging network in central urban areas, strengthen the construction of public charging facilities in peripheral urban areas, arrange power stations according to local conditions, and improve the guarantee capacity of public charging services. Fully consider the charging needs of special vehicles such as bus, taxi and logistics, and build special charging stations in combination with parking lots and stations. Charging operation enterprises are encouraged to gradually increase the proportion of fast charging piles through new construction, reconstruction, capacity expansion and migration.

(VII) strengthen the layout of charging networks in counties and towns. in accordance with the relevant requirements of comprehensively promoting rural revitalization, combined with promoting the urbanization construction with the county as an important carrier, accelerate the completion of the short board of charging infrastructure construction in the county and township, and accelerate the realization of “full coverage of county and county” of electric vehicle charging stations and “full coverage of township and township” of charging piles. Priority shall be given to configuring public charging facilities in enterprises and institutions, commercial buildings, transportation hubs, public parking lots and other places.

(VIII) accelerate the effective coverage of Expressway fast charging network. accelerate the formulation of phased coverage schemes for Provincial Expressway fast charging networks. Clarify the construction standards and specifications of Expressway fast charging station, include the fast charging station into the scope of supporting infrastructure in expressway service area, strengthen the management of project initiation and acceptance of Expressway fast charging station, and ensure the construction land and supporting power supply. By 2025, the coverage rate of fast charging stations in expressway service areas of national ecological civilization pilot area and key areas of air pollution prevention and control will not be less than 80%, and that in other areas will not be less than 60%.

(IX) improve the charging guarantee within the unit and the park. government agencies, enterprises and institutions, industrial parks and other internal parking lots shall speed up the construction of corresponding proportion of charging facilities or reserve construction and installation conditions to meet the charging needs of official vehicles and employees’ private cars. Encourage units and charging piles in the park to open to the outside world to further improve the public charging supply capacity.

III. strengthen the R & D and application of new technologies such as vehicle network interaction

(x) promote the innovation and pilot demonstration of vehicle network interactive technology. support power grid enterprises to build an innovative platform for the integration of new energy vehicles and smart energy, carry out cross industry joint innovation and technology research and development, and accelerate the construction of vehicle network interactive test and standardization system. Actively promote the pilot demonstration, explore the implementation path for new energy vehicles to participate in the power spot market, and study and improve the trading and dispatching mechanism for new energy vehicles to consume and store green power.

Explore the internal charging facilities of the unit and the park, and carry out the pilot application of “optical storage, charging and discharging” integration.

(XI) encourage the promotion of intelligent and orderly charging. local development and reform and energy departments should guide residents to participate in intelligent and orderly charging, accelerate the construction of intelligent and orderly charging demonstration community, and gradually increase the proportion of intelligent and orderly charging piles. Local price authorities should pay close attention to the implementation of peak and valley electricity price policies for charging facilities. Encourage the integration of intelligent and orderly charging into the functional scope of charging piles and new energy vehicle products, and accelerate the formation of industry unified standards.

(XII) strengthen the technical innovation and standard support of charging and changing electricity. accelerate the formulation, promotion and application of high-power charging standards, strengthen cross industry cooperation and promote the collaborative upgrading of all parties in the industry. Promote the research and development of new technologies such as wireless charging and automatic unmanned charging. Promote the formation of unified power exchange standards in major application fields and improve the safety, reliability and economy of power exchange mode. Improve the data interaction standards between batteries and charging facilities of new energy vehicles.

(XIII) accelerate the popularization and application of power exchange mode. around the scenes of mines, ports and urban transportation, support the construction and layout of special power exchange stations, speed up the exploration and promotion of vehicle electricity separation mode, and promote the electrification transformation of heavy trucks and container trucks in the port. Explore the shared power exchange mode in the fields of leasing, logistics and transportation, and optimize and improve the shared power exchange service.

IV. strengthen the operation and maintenance of charging facilities and network services

(XIV) strengthen the operation and maintenance of charging equipment and charging order. charging operation enterprises should improve the operation and maintenance system of charging equipment and improve the equipment availability and fault handling capacity through intelligent and digital means. Encourage parking lots and charging operation enterprises to innovate technology and management measures, guide fuel vehicles and new energy vehicles to park in different areas, and maintain good charging order.

(XV) improve the service experience of public charging network. accelerate the interconnection of charging operation enterprise platforms, realize information sharing and cross platform and multi-channel payment and settlement, and improve charging convenience and user experience. Encourage the innovation of parking and charging integration and other modes, realize the interconnection of parking and charging data and information, and implement measures to benefit the people such as parking concessions for rechargeable motor vehicles.

v. do a good job in supporting power grid construction and power supply services

(16) strengthen the guarantee of supporting power grid construction. power grid enterprises should do a good job in the connection between power grid planning and charging facility planning, increase investment in supporting power grid construction, and reasonably reserve the guarantee capacity of high-voltage and high-power charging. Local departments of natural resources, housing and urban and rural construction shall guarantee the land for power grid construction supporting charging facilities, corridor space and other resources, and strengthen the coordination and promotion of project construction.

(XVII) strengthen supporting power supply services and supervision. power grid enterprises should comprehensively improve the service level of “access to electricity”, optimize online power consumption guarantee services, implement the service measures of “three zeros” and “three provinces”, provide contractual services for charging operation enterprises and personal business handling, and implement time limited settlement. The dispatched offices of the national energy administration shall strengthen the supervision of the implementation of power supply and price policies, cooperate with the market supervision departments of local governments to standardize the transfer of power supply, and do a good job in supporting power supply service guarantee.

Vi. strengthen quality and safety supervision

(XVIII) establish and improve the industry supervision system. promote the establishment of charging equipment product quality certification operator acceptance system. Establish the exit mechanism of “zombie enterprises” and “zombie piles”, and support the merger and reorganization of advantageous enterprises to become bigger and stronger. Implement the safety responsibilities of all parties in strict accordance with the requirements of “three management and three must”. Strengthen the product quality and safety responsibility of automobile, battery and charging facility manufacturers, and strictly control the quality and safety of construction, design, construction and supervision units. The construction and installation of charging facilities in gas stations and gas stations shall be arranged in the auxiliary service area. Charging facility owners, residential community management units, after-sales maintenance units, etc. shall strengthen the safety management of charging facilities, and timely find and eliminate potential safety hazards. Local energy, housing, urban and rural construction and fire protection departments shall, in combination with their responsibilities, strengthen the fire safety supervision and management of supporting power supply, planning and construction and centralized charging places. Establish and improve the safety management mechanism at all levels, strengthen the operation safety supervision of charging facilities, and strengthen the safety management of community electricity. Establish a fire accident investigation, handling and traceability mechanism, and encourage the promotion and application of relevant safety liability insurance.

(XIX) accelerate the establishment of a national, provincial and municipal regulatory platform system. expand the coverage of the supervision platform in cities, gradually build a national, provincial and municipal charging facilities supervision platform system with vertical connection and horizontal coordination, improve the functions of data service, safety supervision and operation analysis, and promote the exchange and sharing of cross platform safety early warning information. Accelerate the data integration of charging facility supervision platform and new energy vehicle monitoring platform, and explore the construction of vehicle pile integrated supervision system. The government supervision platform shall maintain a fair position and regularly release the operation of charging infrastructure in the province to the society.

VII. Increase financial support

(XX) optimize financial support policies. provide financial support for the construction of charging piles as public facilities. Local governments are encouraged to establish operation subsidy standards linked to service quality and further tilt to high-quality stations. Encourage local governments to strengthen subsidies for demonstration facilities such as high-power charging and vehicle network interaction, and promote the transformation and upgrading of the industry.

(21) improve the ability of financial services. innovative use of special bonds, funds and other financial instruments to focus on supporting charging facilities and supporting power grid construction and transformation projects. Various financial institutions are encouraged to provide financial support for the construction of charging facilities through various channels. Encourage insurance institutions to develop insurance products suitable for charging facilities.

All relevant units are requested to strictly implement the division of responsibilities in accordance with the above requirements and improve the relevant management mechanism in combination with the actual situation of the region. The implementation opinions shall come into force as of the date of issuance and shall be valid for 5 years.
