As the president of Shanghai Information Security Industry Association and executive vice president of artificial intelligence industry association, Ji Xinhua has worked in the front line of digital industry for a long time. In his opinion, the concentration of private science and technology enterprises in Shanghai has strong technical advantages because of its flexibility and market adaptability, focusing on digital technology talents such as cloud computing, big data and artificial intelligence; China’s economic system with public ownership as the main body determines that most of the real economy such as industry and agriculture are in state-owned enterprises. Therefore, to promote the integration of digital technology and real economy, we must first promote the coordinated development of private enterprises and state-owned enterprises. This is also an inevitable requirement to avoid the risk of “de reality to virtual” of digital economy in view of the current situation that “the development of digital industrialization is faster than the development of industrial digitization”.
Ji Xinhua suggested further opening the state-owned enterprise market to private enterprises, encouraging strategic investment of state-owned capital in private enterprises, and establishing professional local digital companies together with state-owned enterprises. At the same time, focusing on industry leading enterprises and specialized and special new enterprises, build a leading enterprise ecology, drive the aggregation of the industrial chain through key core technology research, and form a cluster with leading leadership, echelon coordination and complementary advantages.

Ji Xinhua believes that the cultivation of data element market is a comprehensive systematic project, which needs overall planning, strengthening innovation and steady progress. Last year, Shanghai issued the Shanghai data regulations from the perspective of promoting the development of digital economy, but it still needs to continue to promote the implementation of supporting policies and measures of the regulations, cultivate data element market players, encourage the research and development of data technology, promote data application, deeply tap data value, and form data products and services through substantive processing and innovative labor.
