On the 19th, the Shanghai Municipal People’s government issued several policies to promote the high-quality development of Shanghai’s integrated circuit industry and software industry in the new era, and launched 25 core policies and measures from six aspects: talent support, enterprise cultivation support, investment and financing support, R & D and application support, collaborative innovation in the Yangtze River Delta and industry management and operation, Promote the expansion and strengthening of Shanghai’s integrated circuit industry and software industry.
According to the new policy, Shanghai will optimize the incentive policies for R & D designers and enterprise core teams, increase support for overseas high-end talents in short supply, support enterprises to introduce talents, and strengthen the housing security of enterprise talents.
In terms of enterprise cultivation support, Shanghai will increase special fund support, strengthen the production capacity guarantee of small and medium-sized integrated circuit design enterprises, optimize the cultivation mechanism of software innovation platform, and promote the city’s software enterprise park to actively create a China National Software And Service Company Limited(600536) famous park.
In terms of investment and financing support policies, Shanghai will continue to expand the scale of IC industry funds, innovate credit support and software industry financing methods, support insurance institutions to participate in the development of IC industry, and support financing guarantee services for IC and software enterprises.
At the same time, in terms of collaborative innovation in the Yangtze River Delta, Shanghai has established a mechanism of “showing leadership” in collaborative research, supported the joint development of the integrated circuit equipment industry in the Yangtze River Delta, and held the Yangtze River Delta software algorithm, information technology application innovation and EDA competition.
According to Qiu Wenjin, deputy director of Shanghai development and Reform Commission, in recent years, the scale of Shanghai’s integrated circuit and software industry has grown rapidly, the key core technologies have made continuous breakthroughs, and the gathering of industry talents has accelerated. The newly issued several policies pay more attention to the core position of talents, policy continuity and linkage support, support the core links of the industrial chain, and pay more attention to the coordinated development of the Yangtze River Delta.
Chen Hongkai, the second level inspector of Shanghai Municipal Commission of science and technology, said that during the “14th five year plan” period, we will make an overall layout of the core technologies of integrated circuits and software, improve the innovation ecological chain, build a cross-border integrated innovation consortium, and promote the vigorous development of small and medium-sized enterprises.
