“The difficulty of charging has become an important problem faced by new energy vehicles and a bottleneck restricting the rapid development of new energy vehicles.” Liu Zhengdong, deputy to the Shanghai Municipal People’s Congress and chief partner of Junyue law firm, pointed out in a proposal submitted during the two sessions of Shanghai in 2022 that “how to standardize the setting and management of charging piles of new energy vehicles in residential areas to alleviate the difficulty of charging has become a top priority.”
While serving as a deputy to the 15th Shanghai Municipal People’s Congress, Liu Zhengdong also served as a member of the supervision and judicial committee of the Shanghai Municipal People’s Congress. In addition, he also served as the president of the 8th Shanghai Bar Association in his Post-70s capacity, becoming the youngest president of the local bar association at present.
The proposal mentioned that with the increase of the number of new energy vehicles in China year by year, it is self-evident that new energy vehicles can save fuel and energy and reduce exhaust emissions, which is of great significance to environmental protection. New energy vehicles represented by electric vehicles replace traditional fuel vehicles, which is the development trend of global automobile industry. According to the statistics of the Ministry of public security, by the end of June 2021, the total number of Shanxi Guoxin Energy Corporation Limited(600617) vehicles had reached 6.03 million, including 4.93 million pure electric vehicles, accounting for 81.7% of the total number of new energy vehicles. In the first half of 2021, there were 18.71 million newly registered motor vehicles and 1.103 million new energy vehicles, all reaching a record high in the same period.

According to its analysis, there are three current situations and problems in charging new energy vehicles in Shanghai residential areas:
First, the property companies managing residential areas lack the enthusiasm to install charging piles for users. For the construction of electric vehicle charging facilities in residential areas, although the State Council and many ministries and commissions have issued notice documents for guidance on several occasions, most of these documents are for communities with fixed parking spaces, and there are no fixed parking spaces in the initial planning of many communities. Therefore, many problems are encountered in the process of actually applying for charging pile. Without the consent certificate of the property, there is no way to apply for installation in the next step. The reasons include the existence of potential safety hazards, the disagreement of other owners, etc. the core is the lack of interest mechanism. At present, for the vast majority of residential areas, the problem is that after the installation of charging piles, it increases the workload to the property company, but it can not increase the income.
Secondly, product quality control is relatively weak. At present, charging piles in residential areas are installed by private individuals, with messy brands and uneven product quality. There is a lack of installation and construction standards for charging piles in residential areas, and the management is weak on the whole because they are not enforced by the government.
The last point is the lack of systematic maintenance and management. The charging piles in residential areas do not have the institutional arrangement of regular maintenance like automobile products, nor do they have the construction and maintenance management of operating units like public charging piles. At present, the proportion of privately owned electric vehicles is still low, the use frequency of private charging piles in residential areas is also low, and the quality problem is not prominent, but after the popularization of electric vehicles, this is a problem.
In view of the above problems, Liu Zhengdong puts forward the following suggestions:
First, for communities with fixed parking spaces, private charging pile sharing is advocated. The free time of private charging piles is shared through the community owner group to be used by residents with charging needs, cooperate with property management and charge appropriate fees.
Second, for the community without fixed parking spaces in the planning, the street is responsible for unified planning and setting up shared charging piles. Specifically, the number of charging piles can be configured according to a certain proportion (such as 8:1) according to the number of new energy vehicles in each community. The charging device is provided and managed by the urban power supply company of State Grid Shanghai electric power company. The charging fee is settled by the owner and the electric power company, and appropriate maintenance fees can be charged.
Third, through the charging autonomy Convention and the cooperation of property management, we can effectively manage the shared charging piles. Considering the management of the charging parking space, it is possible that someone may occupy the shared charging parking space in the actual implementation. In order to ensure that each charging motor car owner can drive away the vehicle in time after charging, it can be controlled by charging a high overtime occupancy fee for the charging parking space.
Fourth, introduce market-oriented operation team for operation. According to certain standards and procedures, such as bidding, the relevant competent departments of the city shall select a number of operating companies with technical capacity to be responsible for the construction and operation of charging piles in residential areas within their jurisdiction. Change the scattered individual installation into an organized and responsible enterprise behavior. Implement the management system of “unified planning, construction and operation” for community charging. The operating company must have a certain technical level and ability. For the adopted charging pile products, quality control can be carried out. There is also quality assurance for construction and installation. In the absence of national standards, enterprise standards can also be formulated first to form industry standards. For charging pile products, centralized procurement and unified planning can also be used to avoid brand clutter, avoid repeated construction and reduce costs.
Fifth, adopt the benefit sharing mechanism to solve the problem that the industry committee and community property companies are not active in the installation of charging piles. For the community that needs the cooperation of the property company to manage the charging pile, the industry committee shall reach cooperation with the property company to share the income. In this way, we can not only obtain the support of the property company, but also make the property company obtain income due to its own labor; Introduce the community operated by the market-oriented operation team, and the industry committee will reach cooperation with the operation company to share the benefits.
As one of the cities with the highest penetration rate of all Shanxi Guoxin Energy Corporation Limited(600617) vehicles, by the end of 2021, the number of new energy vehicles in Shanghai had exceeded 620000, ranking first among cities in China; More than 500000 charging piles have been built, and the vehicle pile ratio in the city is about 1.3:1, which is higher than the national average vehicle pile ratio of 3:1.
According to the implementation plan of Shanghai for accelerating the development of new energy vehicle industry, by 2025, the annual output of new energy vehicles in Shanghai will exceed 1.2 million, and the output value of new energy vehicles will exceed 350 billion yuan. Among them, pure electric vehicles account for more than 50% of the newly purchased vehicles.
According to the reporter, since the end of September 2021, the relevant requirements for purchasing new energy vehicles in Shanghai have been relaxed from “installing self owned charging facilities in property right parking spaces or long-term rental parking spaces” to “implementing a self-use or special charging facility that meets the requirements of relevant technical and safety standards”, Among them, owners who purchase pure electric vehicles are allowed to realize the above requirements by applying for public charging facilities.
From this point of view, the demand for charging piles in Shanghai will continue to expand in the future. Increasing the setting and management of community shared charging piles is a good recipe to alleviate the difficulty of charging new energy vehicles.
