Ministry of industry and information technology: prepare the road map for green development of automobile industry, study and clarify policies such as the continuation of preferential purchase tax for new energy vehicles as soon as possible

On January 18, Xiao Yaqing, convener of the inter ministerial Joint Conference on the development of energy conservation and new energy vehicle industry, Secretary of the Party group and Minister of the Ministry of industry and information technology, presided over the 2022 annual working meeting of the inter ministerial joint conference, summarized the work in 2021, analyzed and studied the current situation, and deployed the key work for the development of new energy vehicle industry in 2022. Xin Guobin, deputy convener of the inter ministerial joint meeting and vice minister of the Ministry of industry and information technology, Xiang Libin, Vice Minister of the Ministry of science and technology, Tan Zuojun, deputy director of SASAC, Han Yi, chief engineer of the State Administration of market supervision and administration, and Zhao Fengtao, deputy director of the State Administration of State Council attended the meeting. Responsible comrades of 20 member units including the development and Reform Commission, the Ministry of public security and the Ministry of Finance attended the meeting.

The meeting held that the CPC Central Committee and the State Council attach great importance to the development of new energy vehicle industry. Xi Jinping the general secretary has repeatedly stressed that the development of new energy vehicles is the only way for China to move from a big automobile country to a powerful automobile country. At the meeting of the Political Bureau of the CPC Central Committee in July last year, it was clearly required to tap the potential of the Chinese market and support the accelerated development of new energy vehicles. The member units of the inter ministerial joint meeting earnestly implemented the decisions and arrangements of the CPC Central Committee and the State Council, made concerted efforts and close cooperation, and took effective measures to promote the development of new energy vehicle industry and achieved positive results. We should adhere to the development direction of electrification, networking and intelligence, deeply implement the new energy vehicle industry development plan (2021-2035), strengthen work, strengthen overall planning and coordination, improve support policies, and solidly promote the new energy vehicle industry to a new level.

The meeting pointed out that at present, new energy vehicles are showing a good situation of “double improvement” in market scale and development quality. In 2021, a total of 3.521 million new energy vehicles were sold, with a year-on-year increase of 1.6 times, promoting the end of the downward trend of automobile production and sales for three consecutive years, ranking first in the world for seven consecutive years, and the sales of Chinese brands in China accounted for 76%. The innovation ability has been significantly improved, and the computing power of vehicle lidar and artificial intelligence chip has reached the international advanced level. The supporting environment has been continuously optimized, and the construction of charging and power exchange infrastructure has been further strengthened. 936000 charging piles, 14000 charging stations and 725 power exchange stations have been built, with a year-on-year increase of 193%, 90% and 356% respectively. More than 10000 power battery recycling service outlets have been established, and 45 echelon and recycling backbone enterprises have been cultivated.

The meeting stressed that 2022 is a key year for Shanxi Guoxin Energy Corporation Limited(600617) automobile to seize the momentum and accelerate development, and make new contributions to expanding consumption and stabilizing the industrial economy. We should implement the goal of carbon peak and carbon neutralization, prepare the road map for green development of the automobile industry, study and clarify the support policies such as the extension of preferential purchase tax for new energy vehicles as soon as possible, improve the points management requirements and stabilize market expectations. We should make overall plans to make up for weaknesses and forge long sectors, accelerate key technological innovation and industrialization breakthroughs such as power batteries, operating systems and automobile chips, and further enhance the stability and competitiveness of the industrial chain. We should make good use of China’s and international markets, accelerate the construction of charging infrastructure, solve the problem of “difficult charging” in old communities and highways, improve the electrification level of vehicles in the public domain, and jointly promote the “going out” of technology, products, services and standards. We should pay equal attention to both open source and expenditure, improve the guarantee ability of key resources, improve the recycling system of power batteries, and improve the recycling proportion and utilization efficiency. We should further strengthen safety supervision, improve relevant standards for functional safety, data security and network security, compact the main responsibilities of production enterprises, accelerate the construction of a systematic, scientific and standardized safety supervision system, improve the intrinsic safety level of new energy vehicles, enhance and expand consumers’ sense of acquisition, and lay a solid foundation for the healthy and sustainable development of the industry.
