Xinte energy (01799) announced that recently, the company has paid attention to media reports that Xingtang County xingte new energy Co., Ltd. (xingte new energy), a wholly-owned subsidiary of the company’s subsidiary Tbea Co.Ltd(600089) Xinjiang new energy Co., Ltd., is related to the 200MW photovoltaic parity project in Xingtang County, Shijiazhuang City, Hebei Province, China.
The project is invested and constructed by xingte new energy as the main body. It is a “agriculture light complementary” project. On September 30, 2020, it obtained the Filing Certificate (jfggfbz [2020] No. 210). The project filing, environmental assessment and land and other procedures are legal and compliant.
In April 2021, the government of Shangbei Town, Xingtang County started the land transfer of the project. As of April 30, 2022, a total of 1013 mu of land had been transferred, including 470 mu of green seedlings and 543 mu of green seedlings. A total of 40.39 mu of land of 14 villagers did not sign the land transfer power of attorney and land lease contract with the village committee. In the process of promoting the project, there are some problems, such as inadequate mass work, non-standard contract signing procedures, lack of supervision and construction violations. At present, the construction of the project has been stopped. Relevant government departments have filed and investigated the crime of suspected sabotage of production and operation during the construction of xingte new energy, and the person in charge of the project has been criminally detained according to law. As of the date of this announcement, the relevant investigation has not been completed.
During the construction of the project, disputes were caused due to the construction clearing problem. The relevant departments of Shijiazhuang municipal Party committee and municipal government formed a joint investigation team to investigate and issued the notice on the investigation and disposal of the construction clearing problem of Xingtang photovoltaic power generation project in Shijiazhuang.
After the incident, the company attached great importance to it, immediately held a special meeting, carefully reflected on the incident, deeply learned lessons, established a special working group to properly deal with the follow-up matters of the project in accordance with the law, actively rectified the problems existing in the construction process, further investigated the relevant problems and accountable the relevant responsible persons.
There may be a risk that the project cannot be built according to the filing scale due to the reduction of land area and the inability to meet the construction needs. In addition, the project is currently in a shutdown state, the commencement time cannot be determined, and the completion time of the project is uncertain.
