Recently, the Ministry of civil affairs, the central political and Legal Commission, the central network information office, the development and Reform Commission, the Ministry of industry and information technology, the Ministry of public security, the Ministry of finance, the Ministry of housing and urban rural development, the Ministry of agriculture and rural areas and other nine departments issued the opinions on further promoting the construction of smart communities (hereinafter referred to as the opinions), which clearly deployed the construction of smart communities and helped improve the quality and efficiency of urban and rural community governance services.
According to the opinions, by 2025, we will basically build a smart community service platform with grid management, refined services, information support and open sharing, and initially build a new digital community with smart sharing and Harmonious Co governance.
The opinions deployed six key tasks to promote the construction of smart communities, including: intensively building smart community platforms, expanding smart community governance scenarios, building a new picture of community digital life, promoting the application of big data in communities, streamlining and merging community data entry, strengthening the construction and transformation of infrastructure in smart communities, etc.
According to the opinions, taking cities divided into districts as units, uniformly prepare the construction plan of smart communities, distinguish different types such as new communities and old communities, and plan the construction strategies and priorities of smart communities by categories. Take counties (cities, districts and banners) as units, carry out pilot work of smart community construction, formulate and improve smart community construction standards, statistics and evaluation index system, and timely summarize and promote successful experience and typical practices.
According to the person in charge of the Ministry of civil affairs, in the next step, the Ministry of civil affairs will cooperate with relevant departments to carry out three key tasks to promote the implementation of the opinions: first, deepen the construction of national grass-roots political power and the application of community governance information system, promote the construction of "online Village (residents) committee", and improve the mechanism of unified collection, tabulation and submission of community data. Second, promote the establishment and improvement of the standard system, standardize the basic definition, construction content and application environment of smart community construction, and promote the interconnection and information sharing of various information systems. Third, organize and carry out pilot projects for smart community construction, timely summarize and promote local experience and practices, and do a good job in demonstration training for township (street) cadres and urban and rural community workers.
