Experts say China's large cities urgently need to establish a strategic reserve of traditional Chinese medicine

Traditional Chinese medicine is the material basis of traditional Chinese medicine. The shortage of high-quality medicinal materials and decoction pieces will directly limit the application of traditional Chinese medicine. In public health emergencies, the surge in the use of traditional Chinese medicine will lead to a rapid rise in prices, a huge impact on the market, and an adverse impact on the traditional Chinese medicine industry and the normal use of traditional Chinese medicine.

According to Yang Hong, as early as the early 1980s, China had formulated the policy of reserve materials for pharmaceutical products. All provinces (cities, districts) and cities specifically designated in the state plan had reserve tasks. Chinese and Western drugs accounted for 50% respectively, while traditional Chinese medicine was mainly traditional Chinese medicine. It is understood that in the 1980s, the value of traditional Chinese medicine in the national reserve reached more than 500 million yuan, and the value of traditional Chinese medicine in Shanghai alone exceeded 50 million yuan.

In 2012, government departments began to plan and build the national reserve system of traditional Chinese medicine and the early warning mechanism for the production of traditional Chinese medicine, so as to prevent drastic fluctuations in the price of traditional Chinese medicine. In 2015, the plan for the protection and development of traditional Chinese medicine (20152020), jointly formulated by the Ministry of industry and information technology, the State Administration of traditional Chinese medicine and other 12 departments, proposed to strengthen the supply guarantee of traditional Chinese medicine, rely on traditional Chinese medicine production and circulation enterprises and traditional Chinese medicine production enterprises, improve the national emergency storage of traditional Chinese medicine, and ensure the drug demand in response to major disasters, epidemics and emergencies.

"But on the whole, China's strategic reserve of traditional Chinese medicine has not fully played its role, and local governments and enterprises have not established a strong sense of reserve." Yang Hong thinks.

Zheng Wenke, Secretary General of the alliance, also stressed that attention should be paid to this issue. In addition to actively promoting the implementation of the strategic reserve policy, relevant policies should also be appropriately adjusted and improved.

Zheng Wenke has five specific suggestions. First, in order to prevent the shortage of traditional Chinese medicine caused by sudden epidemic, relatively independent strategic reserves of traditional Chinese medicine should be established in mega cities such as Beijing, Shanghai, Guangzhou, Shenzhen and Tianjin, which can be self-sufficient; Large cities with shortage of Chinese herbal medicine resources can also establish reserves according to the situation.

Second, different from the previous static physical reserves, the dynamic storage mode of traditional Chinese medicine should be adopted to ensure the regular circulation of traditional Chinese medicine, and the rotation mechanism of reserve units can be explored; According to the characteristics of the reserved medicinal materials, the storage conditions and service life of each medicinal material shall be scientifically formulated, which shall be supplemented with use, so as to ensure the minimum reserve of the inventory, and prevent the deterioration of the medicinal materials / decoction pieces after long-term storage.

Third, the quantity of stored medicinal materials should be determined according to the population of the city where it is located. According to the demand of the current epidemic situation for traditional Chinese medicine, the proportion of the national reserve of epidemic prevention materials (including traditional Chinese and Western Medicine) according to the number of urban population was relatively small. Traditional Chinese medicine was widely intervened in the early stage of the epidemic, and the proportion of traditional Chinese Medicine reserves should be appropriately increased, which can be increased to 5% - 10%. For example, with a population of 20 million, we can reserve medicinal materials for 1 million to 2 million people.

Fourth, for the types of reserved medicinal materials, it is suggested to focus on clearing heat and detoxification, clearing heat and removing dampness, and the specific list of medicinal materials should be formulated by local professional institutions.

Fifthly, from the perspective of management, local health authorities should cooperate with the departments of industry and information technology, commerce and medical insurance to provide necessary policy cooperation, screen enterprises with the ability and conditions, establish a reserve warehouse, carry out centralized or distributed reserve, regularly supervise and evaluate, and give appropriate subsidies.
