Recently, the reporter learned from the Department of ecological environment of Sichuan province that the "14th five year plan" for agricultural and rural ecological environment protection in Sichuan Province has been issued recently. The plan will focus on improving the ecological environment of agricultural and rural areas and aim to build a "green, rich and beautiful" ecological village, and strive to improve the supervision level of agricultural and rural ecological environment. This is the first Five-Year Plan on agricultural and rural ecological environment protection in Sichuan.
The plan proposes that by 2025, agricultural non-point source pollution in key areas will be preliminarily controlled, the supervision system of agricultural non-point source pollution will be further improved, and the agricultural and rural ecological environment will continue to improve; By 2035, the province's agricultural non-point source pollution will be effectively curbed, the rural ecological environment infrastructure will be further improved, the green production and lifestyle will be widely formed, the agricultural and rural ecological environment will be fundamentally improved, and the beautiful countryside with livable ecology will be basically realized.
The plan sets 11 specific indicators, including 6 binding indicators and 5 expected indicators. Binding indicators include that the proportion of domestic sewage effectively treated in administrative villages has increased from 58.37% in 2020 to 75%; The number of rural black and smelly water bodies under national supervision has increased from 5 in 2020 to 159; Zero increase in fertilizer application in rural areas; The comprehensive utilization rate of straw shall not be less than 90%.
It is worth noting that in view of the two difficulties of rural domestic sewage treatment and agricultural non-point source pollution treatment in Sichuan Province, Sichuan Province has formulated two sub plans: the implementation plan of rural domestic sewage treatment in Sichuan Province (20212025) and the implementation plan of agricultural non-point source pollution treatment, supervision and guidance in Sichuan Province (20212025). The former made arrangements and arrangements from seven aspects: strengthening zoning and classified treatment, optimizing the construction of sewage treatment facilities, and coordinating the implementation of rural black and smelly water remediation, and refined the objectives to cities (prefectures) year by year. The latter defined 10 governance objectives, significantly optimized the spatial layout of agricultural production, and significantly improved the development level of agricultural green production and modernization.
