Dalian: the number of housing units in non restricted areas is not included in the total number of units, and the purchase of second-hand housing in restricted areas is not limited

On May 20, the office of Dalian leading group for maintaining the steady and healthy development of the real estate market issued the notice on promoting the healthy development and virtuous cycle of the real estate industry in Dalian. According to the notice, from now on, households will implement the purchase restriction policy for commercial housing in Zhongshan District (excluding Donggang business district), Xigang District and Shahekou District of Dalian; The number of housing units in non restricted areas will not be included in the total number of units; Those who buy second-hand houses in restricted areas are no longer limited by the total number of existing houses.

The notice clearly states that if the registered residence resident families (including some families whose family members are registered residence residents of Dalian) have 2 or more houses in the restricted area (commercial houses and second-hand houses planned for residential use), the sales of commercial houses in the restricted area shall be suspended. The identification of the number of housing units refers to the total number of housing units owned in restricted areas, and the number of housing units in non restricted areas is not included in the total number of housing units. For those who do not have registered residence in Dalian to purchase new commercial housing in the restricted area, the registered residence household purchase policy will be implemented without providing social security or individual income tax certificates for more than 12 months, so as to attract non registered residence families to live and work in Dalian.

Families of adult children with registered residence in Dalian can apply for the purchase qualification together with their parents' families (not limited to registered residence) as a whole, and the number of purchase units shall be determined according to the total number of units that can be purchased by the applicant family as a whole; If a resident family purchases a second-hand house in a restricted area, it will no longer be limited by the total number of existing houses; If the total building area of registered residence resident families in Dalian in the restricted area is less than 144 square meters, they can purchase another commercial house in the restricted area to meet the reasonable demand for housing improvement; Dalian high-level talents and talents in short supply in urban development can buy houses in restricted areas according to family needs, which is not limited by the number of houses.

In addition, if a family member is ill, goes to school and needs funds urgently to pay medical expenses, tuition fees and other special circumstances, the house owner can make a commitment to lift the restrictions on his restricted housing and meet the requirements of reasonable housing sales.

The notice also further clarified the improvement of financial services in the housing field to meet the reasonable demand for house purchase credit; Strengthen the monitoring and analysis of commercial housing prices, and improve the filing system of one house and one price.
