It is reported that the participating banks have said that while accurately grasping and implementing the prudent management system of real estate finance, they will give full play to their own advantages, strengthen the development of affordable housing, help improve the housing security system, promote the virtuous cycle and healthy development of the real estate industry, and better serve the needs of people’s better life.
Relevant responsible comrades of Shanghai Housing Administration introduced the realistic background of the introduction of affordable rental housing policy in detail, focusing on the implementation opinions on accelerating the development of affordable rental housing in Shanghai issued by the end of 2021. Indemnificatory rental housing has the characteristics of “small house type and low rent”, mainly for qualified new citizens, young people and other groups. During the 14th Five Year Plan period, Shanghai plans to build more than 470000 sets (rooms) of affordable rental housing, reaching more than 40% of the total supply of new housing in the same period; By the end of the 14th Five Year Plan period, more than 600000 sets (rooms) of indemnificatory rental housing will be built and raised, of which about 400000 sets (rooms) will be supplied to help alleviate the housing difficulties of new citizens and young people.
Indemnificatory rental housing is provided by multiple subjects and channels. The government will provide policy support for land, finance, taxation and finance, and guide various subjects to actively participate in the construction of indemnificatory rental housing. At the same time, Shanghai will further implement that the tenants of indemnificatory rental housing enjoy the basic public services of the government at the location of the lease, and fully integrate the indemnificatory rental housing into the scope of community management services.
