According to the official website of the Ministry of industry and information technology on January 14, ten departments including the Ministry of industry and information technology and the national development and Reform Commission recently issued guidance on promoting the orderly transfer of the manufacturing industry (hereinafter referred to as the "opinions").
The opinions emphasize that the market should play a decisive role in resource allocation, give better play to the role of the government, promote the free flow of various production factors and concentrate them in advantageous areas, and improve the efficiency of resource allocation. Fully respect the dominant position of enterprises and encourage enterprises to carry out orderly transfer according to their own development needs. Adhere to the principle of marketization, guide financial institutions to innovate financial products, research and support local governments to set up industrial transfer funds.
The overall requirements put forward in the opinions are: by 2025, the policy environment for industrial transfer will be more perfect, the ability of the central and western regions and northeast regions to undertake industrial transfer will be significantly improved, the comparative advantages of various regions will be brought into full play, the advantages of attracting global resource factors based on China's large cycle will be significantly improved, the layout of manufacturing industry will be further optimized and regional synergy will be significantly enhanced.
The opinions meet the needs of the modernization of industrial chain and supply chain, and put forward three modes in combination with the actual situation of industrial transfer. First, promote the upstream and downstream docking cooperation mode of the industrial chain supply chain, and create a competitive industrial chain supply chain ecosystem. Second, innovate the inter regional industrial transfer cooperation mode, and support the eastern region to support the development of the central, Western and northeast regions through trusteeship and co construction. Third, explore the cross regional transfer and cooperation mode of scientific and technological achievements, and encourage the incubation and transformation of scientific and technological innovation achievements in the eastern region in the central, Western and northeast regions. The opinion points out that the "three modes" enrich the path of inter regional industrial transfer cooperation and provide reference for all localities to orderly promote industrial transfer.
