The measures put forward 14 measures in five aspects: strengthening planning control and use control, strictly controlling the “non grain” of cultivated land, ensuring the quantity and quality of occupation and compensation balance, strengthening dynamic monitoring and law enforcement supervision, and strengthening the “party and government responsibility” of cultivated land protection.

In terms of strengthening planning control and use control, strengthen the constraints of land and space planning, and it is strictly prohibited to increase the scale of cultivated land occupied by non-agricultural construction through planning revision or local adjustment without authorization; Strictly control the occupation of cultivated land by construction projects. All cities and counties should implement the “hero of yield per mu”, strictly implement the land use standards, promote the application of land-saving technology and land-saving mode, actively revitalize the stock of construction land, control the scale of new construction land, and try not to occupy or occupy less cultivated land.

Strictly control the “non grain” of cultivated land, implement the special protection system of permanent basic farmland, prohibit the occupation of permanent basic farmland to develop forestry and fruit industry and dig ponds for fish culture, prohibit the occupation of permanent basic farmland to plant seedlings, turf and other plants used for greening and decoration and other plants damaging the cultivated layer, prohibit the occupation of permanent basic farmland to dig lakes and build green belts, and prohibit the occupation of permanent basic farmland to build livestock and poultry breeding facilities Aquaculture facilities and planting facilities that damage the cultivated layer are strictly prohibited from idle and barren permanent basic farmland. For the occupation of permanent basic farmland to develop forest and fruit industry or digging ponds for fish culture after September 1, 2021, order rectification within a time limit and seriously investigate and deal with it according to relevant regulations. At the same time, take effective measures to speed up the rectification of various problems found in the supervision of cultivated land protection, such as the first use of land, the first construction without approval, the illegal occupation of cultivated land for greening and afforestation and the construction of green channels exceeding the standard, so as to ensure that the rectification is in place on time.

In terms of strengthening the “party and government responsibility” of cultivated land protection, earnestly fulfill the political responsibility of cultivated land protection, establish and improve the “field head system” of cultivated land protection, implement the linkage and full coverage of field heads and grid members at the municipal, county, township and village levels and the agricultural reclamation system, and strengthen the grid supervision of cultivated land protection; Strict assessment and supervision of cultivated land protection; Improve the incentive and restraint mechanism for cultivated land protection.
