Ensuring “chain” and stabilizing production and helping enterprises go all out to stabilize industrial growth — an interview with Xin Guobin, Vice Minister of industry and information technology

Since the beginning of this year, China’s industry has maintained the momentum of continuous recovery. The epidemic situation in China has occurred frequently recently, and some unexpected factors have exceeded expectations, posing challenges to the smooth operation of the industrial economy.

Industry is the “ballast” of economic development. How to stabilize industrial growth under multiple challenges? How to smooth the industrial chain in the face of blocking points? How can small, medium and micro enterprises help to deal with the impact of the epidemic? Recently, Xin Guobin, Vice Minister of industry and information technology, was interviewed by Xinhua News Agency on hot topics of social concern.

stabilize industrial growth: make unblocking the industrial chain and supply chain the primary task

Q: Recently, the epidemic has spread in many places and multiple factors have superimposed. What challenges are facing the industrial economy? What do you think of the current industrial situation and how to stabilize industrial growth?

A: in the first quarter, China’s industry continued to recover, but since mid and late March, some new situations have emerged and faced new downward pressure. The most prominent difficulties are the severe and complex external environment and the multi-point spread of the epidemic, which led to the shutdown of some enterprises and the poor logistics and transportation of some enterprises, affecting the stable operation of the industrial chain and supply chain.

Establish a “list of key enterprises to stabilize the supply chain” in conjunction with the Ministry of credit and industry, and promote a series of “policies to stabilize the supply chain” in a timely manner. Since mid April, the industrial economy has gradually shown signs of stabilization and improvement. Since the second week of April, the decline of industrial power consumption has narrowed for two consecutive weeks, and the employment index of industrial agglomeration monitored by mobile signaling has also stabilized and rebounded. On the whole, the difficulties are short-term and temporary. The long-term fundamentals of the industrial economy will not change, and the overall trend of steady development will not change.

To stabilize industrial growth, we should take unblocking the industrial chain and supply chain as the primary task, go all out to ensure smooth and stable industrial chain circulation. This is a top priority and a top priority. We will implement the “white list” system for enterprises in the supply chain of key industrial chains, ensure the stable production of key enterprises, and strive to open up the remaining blocking points in some places.

At the same time, we should go all out to help enterprises rescue, expand domestic demand and stabilize expectations. Promote the implementation and effectiveness of the policies that have been issued, formulate and improve the response plan and take effective measures in time according to the actual difficulties faced by enterprises in production and operation and the possible new situations and challenges.

unblocking points: three aspects to ensure smooth operation of key industrial chains

Q: Recently, some places have reported that there are blocking points and stuck points in the industrial chain supply chain, some of which are more prominent. What is the current situation? What measures will be taken to ensure the stability and smoothness of the industrial chain and supply chain?

A: in response to the problem of poor logistics some time ago, the Ministry of industry and information technology quickly took action to send forward working groups to key areas to focus on four areas: epidemic prevention and medical materials, residents’ living necessities, important materials for agricultural production and key materials for strategic emerging industries, and establish a “white list” system for key enterprises. 1624 key enterprises were identified in four batches, and 17 provinces were guided to establish a “white list” of key enterprises at the local level. A supply chain coordination platform for key industrial chains such as automobiles, integrated circuits and medical materials has been built to ensure the smooth operation of key industrial chains.

At present, the pace of resumption of work and production in key areas and industries has accelerated. As of April 28, the resumption rate of the first batch of 666 “white list” enterprises in Shanghai was 86.8%, of which the resumption rate of complete vehicle and parts supporting enterprises in automobile manufacturing industry was 77%, and the resumption rate of integrated circuit design, manufacturing, sealing and testing and other related enterprises was 91%. The resumption rate of 50 key enterprises monitored by Jilin Province reached 98%.

Next, the Ministry of industry and information technology will make efforts from three aspects. First, ensure the stable production of key enterprises, promote the regional mutual recognition of the “white list” of key enterprises in Baotong and Baochang, and coordinate and refine the practical service guarantee. Second, ensure the stable operation of key industries, concentrate resources and give priority to ensuring the resumption of work and production of key industries such as automobile, equipment manufacturing, integrated circuit and medicine. Third, ensure the smooth circulation of industries in key regions, focus on key industrial clusters such as the Yangtze River Delta and the Pearl River Delta, and adopt a point-to-point, one-to-one, short-term and fast way to promote regional collaborative resumption of work and production.

focus on key industries: ensure production, promote consumption and stabilize the basic market of automobile industry

Q: Shanghai, Jilin and other places are major automobile production places. Recently, the epidemic has led to the stagnation of production of some enterprises. What impact has it had on the automobile industry? Can the auto industry grow steadily throughout the year?

A: automobile is an important pillar industry of the national economy, which is of great significance for stabilizing the overall situation of economic development. In the first quarter of this year, the development momentum of China’s automobile industry was good. However, since March, affected by the epidemic, the production of some complete vehicle and parts manufacturers has stagnated, the market end consumption has decreased, and the automobile industry has been greatly impacted.

In view of the practical difficulties faced by enterprises, the Ministry of industry and information technology established a “smooth coordination platform for the supply chain of the automobile industry chain”, monitored and dispatched the production of 15 key automobile enterprise groups (the total output accounts for about 90% of the whole industry) every day, established a collaborative work mechanism of provincial, municipal and county industry and information technology departments and a special coordination mechanism to ensure the resumption of work and production of Shanghai automobile industry, and increased the return of employees of key automobile enterprises Spare parts suppliers’ resumption of production and coordination and guarantee of logistics and transportation.

From April 22 to 28, the average daily output of 15 key automobile enterprise groups in China reached 45000, an increase of 70% over the previous statistical cycle (April 15 to 22), and the production situation is gradually improving. China’s automobile industry has strong toughness, large market space and deep gradient. With the effectiveness of epidemic prevention and control, the production and sales losses in the second quarter are expected to be made up in the second half of the year and are expected to achieve stable growth throughout the year.

Next, the Ministry of industry and information technology will continue to strengthen coordination and linkage and improve policies and measures. First, stabilize and reach production as soon as possible, make good use of the “smooth coordination platform of automobile industry chain supply chain”, and strengthen the monitoring and scheduling of vehicle and parts enterprises in key areas such as the Yangtze River Delta and the Pearl River Delta. Second, actively promote consumption, encourage qualified places to introduce golden consumption promotion policies, carry out a new round of rural activities of new energy vehicles, organize and implement the pilot application of comprehensive electrification and power exchange mode in the public sphere, and further strengthen the promotion of new energy vehicles. At the same time, we will speed up the filling of short boards such as automobile chips and promote the integrated development of electrification and intelligent networking technology.

help small and medium-sized enterprises: pay close attention to the implementation of policies and effectively relieve difficulties

Q: small and medium-sized enterprises have been greatly impacted in this round of epidemic. How to help them tide over the difficulties?

A: we adhere to the policy of benefiting enterprises, helping enterprises with services and revitalizing enterprises with environment, and take a series of measures to help small and medium-sized enterprises. It is preliminarily sorted out that since this year, 17 policies have been issued at the national level to support small and medium-sized enterprises, including tax reduction and fee reduction, job stabilization and expansion, financing promotion and smooth logistics, and 52 policies have been issued at the local level. Organize the special rectification of the “Three Chaos” problems related to enterprises, carry out in-depth prevention and resolution of arrears to small and medium-sized enterprises, and strive to reduce the burden on small and medium-sized enterprises. All localities have also taken many measures in combination with their own realities. For example, in terms of smooth logistics, guide the industrial park to set up material transportation connection areas and establish a “white list” system for truck drivers; In terms of supporting enterprises to resume work and production, special classes are established to solve the problem of ensuring the factors of production of enterprises; In terms of reducing the operating costs of enterprises, employees of relevant enterprises will be included in the free nucleic acid testing population, and the cost of water, electricity and gas of enterprises will be reduced. These will effectively alleviate the impact of the epidemic on small and medium-sized enterprises.

In the next step, the Ministry of industry and information technology will adhere to both policies and services, constantly improve the business environment of enterprises, and effectively help small and medium-sized enterprises solve difficulties:

On the one hand, ensure that the policies have been put in place. Organize public service platforms for small and medium-sized enterprises at all levels to enter enterprises, parks and clusters, and solidly carry out policy interpretation and publicity, so that the majority of small and medium-sized enterprises can understand, remember and use them. Organize and carry out special supervision on reducing the burden on enterprises and promoting the development of small and medium-sized enterprises, ensure that the policies of “reducing, exempting and delaying” to help enterprises and benefit enterprises have been issued, and achieve “the reduction that should be reduced, the exemption that should be exempted and the mitigation that can be delayed”.

On the other hand, focus on providing accurate services. Organize and carry out the service month for small and medium-sized enterprises, focus on the weaknesses of small and medium-sized enterprises in Entrepreneurship and innovation, digital transformation, management improvement and market development, strive to provide accessible, affordable and guaranteed services, help small and medium-sized enterprises effectively solve the specific difficulties and problems encountered in production, operation and development, and further enhance the sense of acquisition of enterprises.
