Deng Chuanhuai, director of the Department of policies and regulations of the Ministry of education, introduced that positioning vocational education and general education as two different types of education is the basis for building the legal system of vocational education. The new law stipulates that vocational education is an education type with the same important status as general education; It is stipulated that the state will promote the coordinated development of vocational education and general education; It is stipulated that vocational education is an education implemented to cultivate high-quality technical and skilled talents and enable the educated to have the comprehensive professional quality and action ability such as professional ethics, scientific and cultural and professional knowledge, technical skills and so on required for engaging in a certain occupation or realizing career development; It stipulates that vocational school students enjoy equal opportunities with ordinary school students at the same level in terms of enrollment, employment and career development, and it is prohibited to set up discriminatory policies.
Deng Huai said that the key measure to deepen the development of school enterprise vocational education and school industry integration is to ensure the quality of school enterprise vocational education. The new law promotes comprehensive integration and promotes industrial enterprises to deeply participate in the whole process of vocational school specialty setting, textbook development, training program formulation, quality evaluation, teacher training and practice training base construction. Encourage deep integration, stipulate the enterprise system of integration of industry and education and the modern apprenticeship system with Chinese characteristics, and promote vocational colleges and industry enterprises to form a community of shared future.
In addition, the new law further defines the school running direction of vocational education facing the market, serving development and promoting employment. In terms of education planning, it is stipulated that the development of vocational education should be coordinated with the overall deployment and implementation of promoting employment and entrepreneurship, promoting the transformation of development mode and industrial structure adjustment. In terms of development focus, it is stipulated to vigorously develop emerging majors required by advanced manufacturing and other industries, and speed up the training of technical and skilled talents in nursing, nursing, health care, housekeeping and other aspects. In terms of school running mode, it is stipulated that vocational schools can independently set up majors, set up learning systems, select and compile teaching materials, evaluate and hire teachers according to industrial needs; We should establish employment and entrepreneurship promotion mechanism, provide employment and entrepreneurship services, and enhance students' employment and entrepreneurship ability. In terms of evaluation mechanism, it is stipulated to establish a quality evaluation system in line with the characteristics of vocational education. The evaluation process should involve industry organizations and enterprises, and highlight the employment orientation.
