On January 12, the official website of the Ministry of science and technology released two letters to support the construction of Chongqing national demonstration zone for the transfer and transformation of scientific and technological achievements and Anhui national demonstration zone for the transfer and transformation of scientific and technological achievements (hereinafter referred to as the demonstration zone), and put forward corresponding construction requirements for the demonstration zone.
By 2025, Chongqing will strive to build an important support area for the high-quality development of the Chengdu Chongqing twin city economic circle and become an important carrier and radiation source for the transfer and transformation of scientific and technological achievements in the western region.
“The demonstration zone takes Chongqing National Independent Innovation Demonstration Zone and National High-tech Industrial Development Zone as the construction main body, through deepening the reform of scientific and technological system, exploring the innovation of scientific and technological achievements transformation mode, creating a policy and institutional environment conducive to the transfer and transformation of scientific and technological achievements, and improving the efficiency and level of scientific and technological achievements transformation.” The letter is clear, actively build a transfer and transformation system of scientific and technological achievements, and accelerate the development of the university innovation ecosystem. Actively promote the regional collaborative transformation of scientific and technological achievements, build the western (Chongqing) Science City at a high level, and build the two rivers Collaborative Innovation Zone with high standards. Focusing on the generation, transformation and application of scientific and technological achievements, accelerate the iterative upgrading of industries, continue to promote the high-quality development of industries enabled by scientific and technological achievements, and help Chongqing move from a “manufacturing town” to a “smart manufacturing town” and a “smart city”.
With regard to the construction of Hewu Beng national demonstration zone for the transfer and transformation of scientific and technological achievements in Anhui Province, the letter pointed out that by 2025, efforts should be made to build a new engine for the province’s innovative development, an important support area for the coordinated development of the Yangtze River Delta and a national demonstration model for the transfer and transformation of scientific and technological achievements.
The letter proposes that the demonstration zone will take Hefei, Wuhu, Bengbu, Anqing and Lu’an as the main construction bodies, actively build a system for the transfer and transformation of scientific and technological achievements, strengthen the supply and transformation of original scientific and technological achievements, establish and improve an enterprise led industrial technology R & D mechanism, and give full play to the supporting service force of market-oriented and socialized institutions and platforms, We will vigorously cultivate innovative leading enterprises with core competitiveness, specialized, special and new small and medium-sized enterprise clusters and strategic emerging industry cluster development bases.
At the same time, we will deeply integrate into the pattern of regional open and coordinated development, give full play to the radiation leading role of the demonstration area, strengthen the cross regional and cross international flow of scientific and technological achievements, and comprehensively support the cross regional collaborative innovation of world-class urban agglomeration in the Yangtze River Delta.
