Zhang Ying, deputy director of Shanghai Economic and Information Technology Commission, introduced that Shanghai has always been in the first echelon of the country in the development of data element market, which is specifically reflected in “three leaders”: first, the scale of data industry is leading in the country, the number of data core enterprises in the city has exceeded 1000, the core industry scale has reached 230 billion, and the compound growth rate is higher than the national average level. Second, the activity of data circulation is leading in the country, nearly 6000 government data have been opened to the society, and remarkable achievements have been made in the application of Inclusive Finance; The scale of circulation transactions is leading in China, and the trading rules and mechanisms continue to be explored and innovated. Third, the data value transformation capability is leading in the country. Since the comprehensive promotion of urban digital transformation in 2021, the data elements have enabled the three major fields of economy, life and governance in an all-round way, and the basic framework of digital city with data as the main driving force has initially taken shape.
Zhang Ying said that focusing on the implementation of the data regulations, the next step will focus on promoting the construction of the data element market from four aspects: first, prosper the market players and increase the data supply of the whole society. Second, promote the standardized development of the market and implement two key projects: International Shanghai Athub Co.Ltd(603881) and data exchange. Research and draft guiding opinions to promote the development of the city’s data element market, promote the energy level of Shanghai data exchange, continue to optimize the “full-time, full-time and whole process” data trading system, deepen the “Shanghai trading mode” of “non-compliance, no listing and no trading without scenarios”, and then improve a series of supporting rules for data trading services. Third, accelerate the construction of standards, formulate relevant data standards and carry out pilot demonstration; Focus on forward-looking directions such as statistical accounting system, data price mechanism and digital trust system to carry out research and exploration. Fourth, promote the in-depth development and application of data resources, focus on the construction of five centers, build data hub nodes in finance, trade, shipping, science and innovation, manufacturing and other industries, and encourage all districts to layout data element innovation practice areas, digital commerce economic agglomeration areas and digital trust pilot areas according to local conditions.
Shanghai data exchange was inaugurated on November 25, 2021 and launched the full digital trading system simultaneously. On that day, 20 data products were listed, involving eight fields such as finance, transportation and communication. The first batch of contractors reached 30, covering trading subjects with market influence and professional service institutions such as data trading compliance evaluation, asset evaluation and data delivery.
Zhang Ying said that in the next step, we will establish and improve the supervision and guidance framework, give full play to the mechanism role of the data trading Steering Committee, optimize the joint guidance and supervision of data exchanges, and promote the normalization and institutionalization of relevant work; At the same time, relying on the data trading expert committee, focus on the key common problems of data circulation trading, strengthen research, and promote both theory and practice. Carry out the trial operation of the platform and trading rules, focus on the construction and stress test of “all digital trading platform”, verify and optimize the operation rule system of the exchange, and accelerate the improvement of the centralized clearing mechanism.
