At the third meeting of the Sixth General Meeting of China Iron and Steel Industry Association on January 10, Wu Xianfeng, deputy director of the atmospheric environment department of the Ministry of ecological environment, said that according to the transformation plan submitted by key regional provinces to the Ministry of ecological environment, the ultra-low emission transformation of 560 million tons of crude steel production capacity should be completed by the end of 2022. At present, only 140 million tons of steel production capacity has completed the whole process ultra-low emission transformation, The task is arduous.
Chen Derong, President of China Iron and Steel Industry Association, also mentioned in the work report that by the end of 2021, 34 enterprises had completed the publicity of ultra-low emission transformation.
Among them, 23 completed the whole process transformation and publicity, involving a steel production capacity of about 141 million tons; 11 enterprises have completed some ultra-low emission transformation, evaluation and monitoring progress publicity, and the steel production capacity is about 84 million tons; In addition, 61 enterprises are still undergoing expert review and enterprise rectification before publicity.
China is the country with the highest carbon emission in the world. The carbon emission of steel industry accounts for about 15% of the total carbon emission in China. It is the industry with the largest carbon emission among the 31 manufacturing industries.
Wu Xianfeng said that at present, some iron and steel enterprises do not have enough understanding of the complexity of ultra-low emission transformation. There are still many problems in adopting immature desulfurization and denitration treatment technology, unorganized emission, clean transportation, environmental management, online monitoring operation and standardization. Some are eager to publicize, evaluation and monitoring go through the motions, and the treatment facilities have not been treated, The equipment included in the assessment was not monitored, and the monitoring port of the specification was not rectified.
He said that in response to the above-mentioned acts, in 2022, “enterprises that violate laws and regulations and exceed emissions, especially fraud, will be investigated and punished together”.
Several important documents on steel emission reduction will be issued in 2022.
LV Guixin, a first-class inspector of the raw material industry department of the Ministry of industry and information technology, said at the meeting that the “14th five year plan” for the development of raw material industry had been released recently, and the guiding opinions on promoting the high-quality development of the iron and steel industry and the implementation plan for carbon peak of the iron and steel industry would also be issued one after another.
The above-mentioned meeting also revealed another noteworthy information: the resource guarantee “cornerstone plan” has been officially submitted.
According to Chen Derong, in order to promote the medium and long-term resource guarantee of the iron and steel industry, after in-depth investigation and analysis, CISA put forward the proposal of “cornerstone plan” aimed at strengthening resource guarantee.
The plan defines the three major sources of iron resources: scrap steel, Chinese iron ore and overseas iron ore, the supply objectives at three time nodes in 2025, 2030 and 2035, and puts forward the work suggestions of the implementation subject. The formal report has been submitted to the national development and Reform Commission, the Ministry of industry and information technology, the Ministry of natural resources and the Ministry of ecological environment respectively.
In addition, CISA has established a working group to promote the association’s “cornerstone plan” with iron and steel enterprises, drafted the report on accelerating the development of China’s iron ore resources and enhancing the independent and controllable ability of China’s iron and steel industry chain supply chain, and submitted it to the Ministry of natural resources.
“The report will promote the implementation of a number of iron ore resource projects in China, and some iron ore development projects have made positive progress.” Chen Derong said.
For the steel market in 2022, Chen Derong believes that the steel demand is basically maintained at last year’s level.
The main reason is that the real estate industry is facing downward pressure due to the influence of policy factors such as “no speculation in housing” and “three red lines”, but the growth rate of infrastructure investment will rebound significantly; Under the guidance of the policy of accelerating the construction of a manufacturing power, the manufacturing industry will maintain a prosperous trend.
Chen Derong further pointed out at the meeting that “at the work level, we should actively promote the implementation of the carbon peak road map and action plan of the iron and steel industry.”
Specifically, it mainly includes organizing enterprises to carry out benchmarking exchange on energy consumption and carbon emission, professional guidance and training related to low-carbon transformation and upgrading and carbon emission trading market, and research and development of key low-carbon metallurgical common technologies.
Under the overall requirements of the “double carbon” goal, local governments have successively issued action plans for the “double carbon” policy. In the plans of Tianjin, Shanghai, Hunan and other provinces and cities, it is mentioned to focus on the iron and steel industry to achieve the “carbon peak” goal.
In addition, since 2021, many steel enterprises such as Baowu, Hegang, Baotou Steel and Angang have also issued carbon neutralization action plans, with the basic goal of achieving “carbon peak” during the 14th Five Year Plan period.
