Overall, the work of the demonstration area in 2021 has the following progress:
First, focus on the core mission and promote new breakthroughs in integrated system innovation. We focused on the common and difficult problems of integrated development, increased research, and launched 46 institutional innovation achievements with “gold content”. For example, the planning and construction guidelines of the zone should be started first to further realize “a set of standards to manage quality” on the basis of “one blueprint to manage the whole area”; Establish China’s first online approval and supervision platform for cross regional investment projects with functions such as online filling and information interaction, so as to facilitate unified acceptance, parallel approval, real-time circulation, tracking and supervision. Establish a green insurance demonstration area to improve the insurance environment; Shanghai SASAC is entrusted to supervise Changxin company and promote the implementation of major national strategic tasks by innovating the supervision mode of state-owned assets investment across administrative regions. In addition, we continued to promote the implementation of 32 system innovation achievements in the first year, and continuously released system dividends. For example, the “all-in-one medical card version 2.0” included hospitalization settlement into the scope of non filing for medical treatment in other places. By the end of November 2021, 19784 people had been settled in other places. The number of inter provincial bus lines in the demonstration area has increased to 8. By the end of December 2021, each line has sent 119400 shifts and 1.7611 million passengers. Under the direct promotion of the third office of the president of the people’s Republic of China, the experience of system innovation in the demonstration zone has been copied and popularized to key regions of the country. After the two-year on-site meeting, Guangdong, Hong Kong and Macao Dawan District, Shenzhen Qianhai, Jiangsu Ningzhenyang integration area, Shanxi, Shaanxi and Henan Yellow River Golden Triangle and other places visited the demonstration area for investigation and study. The demonstration area is playing a strong role as a demonstration benchmark in a larger region of the Yangtze River Delta and even the whole country.
Second, focus on improving the degree of concentration and display, and promote the construction of key projects to make new progress. The three-year action plan for the implementation of major construction projects in the demonstration area (2021-2023) has been formulated, focusing on the key areas of “one hall and three areas” and key areas such as ecological environmental protection, facility interconnection, industrial innovation and livelihood services. 65 key projects have been promoted to inject new momentum into the high-quality development of the demonstration area. We made every effort to promote the construction of Shuixiang living room, formed the urban design scheme of Shuixiang living room, established Changxin company and Shuixiang living room company, established the construction headquarters of Shuixiang living room, prepared the three-year action plan for the construction of Shuixiang living room, and started the projects such as Jiangnan polder model area and kedahengxin Research Institute. At present, the executive committee is working with relevant member units of the Council to accelerate the preliminary work of Shanghai Sujia intercity, so as to provide a strong guarantee for the construction of Shuixiang living room. Qingpu Xichen scientific innovation center, Wujiang high speed railway scientific innovation new town and jiashanxiang Fudang innovation center are also fully promoted.
Third, continue to improve the “institutional statutory, industry co governance and market operation mode” and promote cross regional governance to achieve new results. The Council gave full play to its role as a decision-making platform for major issues. The chairman took the lead in discussing and grasping major events. 64 member units fulfilled their respective responsibilities, and each district and county promoted its director. The executive committee continued to optimize the working mechanism for jointly promoting the construction of the demonstration area with three levels and eight parties. The second developer conference of the demonstration zone was successfully held, and the developer alliance was expanded to 41, gathering a large number of excellent market players and high-quality factor resources to participate in the construction of the demonstration zone. The Executive Committee further strengthened its own construction, successively established party groups, organ Party committees, organ discipline inspection commissions and organ trade unions, and further expanded the cadre team.
