On April 19, CNNC Xinhua (burjin) Pumped Storage Power Generation Co., Ltd. was officially inaugurated in burjin County, Altay region, Xinjiang. The establishment of the company marks the beginning of the construction of Xinjiang’s first large clean energy base based on the integration of “water, wind, light and storage”.
Statistics show that Xinhua (burjin) Pumped Storage Power Generation Co., Ltd. is a wholly-owned subsidiary of Xinjiang Xinhua Hydropower Investment Co., Ltd. (hereinafter referred to as Xinhua hydropower), the largest hydropower operator in Xinjiang. At the beginning of 2022, Xinhua hydropower submitted an application for IPO to the CSRC. As of September 30, 2021, the company has fully put into operation 17 hydropower stations and 2 hydropower stations under construction, with a total installed capacity of 2252900 kW and 1185000 kW under construction, making it the largest hydropower operator in Xinjiang.
According to the prospectus, the pumped storage power station has upper and lower reservoirs, which uses the excess electric energy in the low valley of the power system to pump the water from the lower reservoir into the upper reservoir, store energy in the form of potential energy, and then discharge water from the upper reservoir to the lower reservoir for power generation when necessary. It can undertake the functions of peak shaving, frequency modulation, emergency standby and black start of the power system, improve and balance the load of the power system, and improve the power supply quality and economic benefits of the power system. It is the pillar to ensure the safe, economic and stable operation of the power grid. It is known as the “stabilizer”, “regulator” and “balancer” for the safe operation of the power grid. It has significant advantages such as super capacity, economy and reliability, ecological and environmental protection, and is the safest The most stable energy storage mode and scarce regulation resources are the inevitable choice to ensure the safety and stability of the power system, and are an important part of the new power system. At present, the installed capacity of pumped storage in China is far from meeting the needs of the rapid development of new energy. The pace of pumped storage construction will be further accelerated in the future, and the development prospect is very broad.
The Xinhua hydropower burjin pumped storage project is one of the Xinhua hydropower reserve projects. It is the key implementation project of the 14th five year plan of the national medium and long term development plan of pumped storage (20212035), as well as the first large integrated base project of “water, wind, light and storage” built around the pumped storage power station by CNNC.
The project is based on the recently won Burqin pumped storage project with an installed capacity of 1.4 million KW. The local government will build the burjin river basin water, scenery and storage integration project according to the matching ratio of 1:4, including photovoltaic 2 million KW and wind power 3.6 million KW. At present, the construction of 150000 wind power supporting projects in phase I has been officially started. It is estimated that the total installed capacity of the project is 7 million KW.
According to Xinhua hydropower, the company has developed clean energy in Xinjiang for 20 years, has experience in large-scale power station construction, participated in the development and management of many watersheds such as Yeerqiang River, built a number of large-scale water conservancy, hydropower, wind power and photovoltaic projects such as altash water control project known as the “Three Gorges in Xinjiang”, and built chonghur hydropower station on burjin River, a tributary of Erqis River, in Altay area There are 6 power stations, such as gelebrak hydropower station on Haba River and woyimok wind power station. At present, hydropower stations under construction include Wuyue pumped storage power station, ZHANGAO hydropower station, etc. after the units under construction are fully put into operation, the total installed capacity will increase by 1185000 kW, accounting for 52.60% of the hydropower installed capacity put into operation by the company by the end of September 2021.
According to the prospectus, in addition to the burjin pumped storage power generation project, Xinhua hydropower also reserves projects such as Maiji Huanglong pumped storage power station in Tianshui City, Gansu Province, Hua’an pumped storage power station in Zhangzhou City, Fujian Province, Xiangshuitan pumped storage power station in Zhumadian City, Henan Province.
For the construction of this project, Xinhua hydropower said that the construction of the project aims to actively serve the national “double carbon” goal and speed up the construction of a new power system. Xinhua hydropower uses the large-scale and intensive industrial advantages formed in Altay to develop and build burjin pumped storage power station around the construction goal of a large clean energy base, Based on the pumped storage power station, we will build integrated demonstration and leading projects such as “water, wind, light and storage” and play a “green energy card”. Through the construction of a large clean energy base, we will spare no efforts to ensure the supply of green energy, boost the green and clean development of Xinjiang, create a new highland, new benchmark and new model of green and zero carbon development in Xinjiang, strive to build a national comprehensive energy demonstration area, and make greater contributions to promoting regional energy transformation and economic and social development.
