Recently, the Yuancheng branch of Heyuan Public Security Bureau organized eight police stations to hold the “big competition” activity of application skills of grass-roots basic management and control platform, which is the “mid-term” examination of the “one institute, one highlight” work of the Bureau, and an epitome of its deep integration into social governance and comprehensively promoting the quality and efficiency improvement of grass-roots basic work.
Since October 2021, Yuancheng public security branch has taken the initiative to adapt to the requirements of social security development, deployed and carried out the work of “one institute and one bright spot” in all local police stations, and each local police station has independently cultivated more than one basic work, from point to area, driven the overall police station to carry out comprehensive development, and further strengthened the basic work of public security at the grass-roots level. By carrying out “one institute and one bright spot”, the social prevention and control level of the Bureau has been further improved. According to statistics, from January to March 2022, the Bureau received reports of criminal security police, a year-on-year decrease of 17.3%.
Changtang police station: creating a new sample of rental housing and floating population management
There are nearly 2000 rental houses under the jurisdiction of Changtang police station, the technical defense level is not high, and there are loopholes in the registration and management of rental houses. Changtang police station strives for the support of the local Party committee, and earnestly constructs a work pattern led by the Party committee and government, dominated by the public security, and coordinated by community secretaries and professionals by highlighting management, cracking down on the “two hands” and the “two wheel drive” of technical defense and civil air defense. On the one hand, regularly carry out house entry inventory, timely collect and cancel the information of rental houses and floating population, crack down on all kinds of illegal and criminal activities, and ensure the comprehensive purification of the public security environment. On the other hand, publicize policies and regulations in various forms, so that homeowners can actively register and provide clues. According to statistics, since 2022, the Institute has verified 1100 rental houses and 1260 residents; More than 50 fire hazards were investigated and rectified.
At the same time, Changtang police station actively introduced technical defense facilities, installed 307 monitoring equipment in the area under its jurisdiction (including 245 video surveillance in the streets and alleys by the surrounding shops and the masses), and set up a new public security post in key areas, realizing a 24-hour Wuxi Online Offline Communication Information Technology Co.Ltd(300959) synchronous public security patrol work pattern, effectively deterring and curbing all kinds of illegal and criminal activities. Puqian police station: stimulating the new vitality of community policing
In Puqian Town, Yuancheng District, talking about Zhang Zhiyue’s police studio, it can be said to be a household name. Since October 2021, Puqian has dispatched all “one village (residence) and one police” as the support, through the establishment of a police studio named after police Zhang Zhiyue, to improve the brand effect and realize the further advancement of police.
Entering Zhang Zhiyue’s police studio, you can see the “service desk” set up for the management of floating population, carry out the “hotel style” management of rental housing, handle the residence registration of floating population living in the jurisdiction, and pre audit the recruitment of employees of 31 Units in the jurisdiction, so as to truly achieve the purpose of “people come to register, people go to cancel and change in time”. At the same time, regular on-site evaluation shall be carried out according to the four aspects of rental housing structure, fire hazards, public security prevention and landlord’s performance of duties, and star rating bulletin boards shall be hung.
There is also a police civilian joint mediation center in the studio, which organically integrates civil mediation, public security mediation and judicial mediation, and strives to resolve contradictions and disputes at the grass-roots level. Since the establishment of the studio, 58 contradictions and disputes have been received and 55 have been successfully resolved, with a mediation success rate of 95%.
Xiajiao police station: build a new pattern of prevention and control based on the minimum emergency unit
Walking in Taiping ancient street, Xiangfeng commercial square and other places, you can see signs with “minimum emergency unit” on a blue background and white characters everywhere. The staff of some businesses will proudly tell you that they are the emergency force of the smallest emergency unit and can deal with some emergencies at any time.
Since October 2021, Xiajiao police station, with the strong support of Shangcheng sub district office, has widely organized, mobilized and led the people in the area to build the smallest emergency unit around Taiping ancient street, Xiangfeng commercial plaza and other key business districts in the area, forming an urban emergency security force. Up to now, 24 minimum emergency units have been established in the commercial street of Taiping ancient street, and the emergency response force has reached more than 400 people.
Since the establishment of the minimum emergency unit, the criminal security police situation in key business districts such as Taiping ancient street and Xiangfeng Commercial Plaza has decreased by 50% year-on-year, and three cases of drunken and rioting have been stopped in time, helping to find 11 missing children and the elderly.
Yuanxi police station: realizing a new situation of public security element control
Fundamentally controlling people and implementing precise control with technology is a new attempt made by Yuanxi police station in promoting social governance.
In November 2020, Yuanxi police station and Xinbao police station merged to establish a new Yuanxi police station, and 60% of the police force was invested in community policing. However, due to the general age of community police and the backward methods of daily information collection, the Institute spent a lot of police force in the basic management and control work at the grass-roots level, but did not achieve the expected effect. In order to effectively solve this problem, the institute actively sought the strong support of the science and information detachment of the Municipal Public Security Bureau, introduced the grass-roots basic management and control platform (hereinafter referred to as “and community” app), and comprehensively promoted the grass-roots basic management and control work to improve quality and efficiency.
The institute adopts the “traditional + intelligent” management and control mode, opens three business modules in advance on the “and community” app, sets up work specifications, formulates standardized business processes, intelligently and standardized the management and control of public security elements, and carries out supervision and tracking, quantifiable actual work and visual management of work quality of community police. At the same time, through the “and community” app, the Institute has set the standards and requirements for control in the early stage, sorted out various business work specifications, formulated standardized business processes, and the system will automatically send orders to the community police. The community police will complete relevant work tasks according to the standards and processes set in the early stage.
