The meeting pointed out that in implementing the deployment of the CPC Central Committee and the State Council, all relevant departments benchmarked the outline of the 14th five year plan, scientifically and effectively prepared national special plans, refined and put forward operable policies and projects. At present, 44 special plans have been basically completed. We should base ourselves on the present and focus on the long term, and vigorously and orderly promote the implementation of the special plan.
The meeting pointed out that the current economic operation is at the threshold of climbing over the ridge. We should put steady growth in a more prominent position, implement the strategy of expanding domestic demand, insist on not engaging in “flood irrigation”, and expand targeted final consumption and effective investment, which is of great significance to withstand the new downward pressure and ensure the stable operation of the economy in the first quarter and the first half of the year. First, we should accelerate the implementation of 102 major projects and key projects of special planning in the outline of the 14th five year plan. Focusing on the construction of infrastructure such as food and energy security, advanced manufacturing, transportation and communication, affordable housing and other fields, we will ensure financing, land use and energy use. Simplify the procedures for the projects listed in the plan and qualified, especially the major water conservancy projects that have been demonstrated for many years, and adopt the way of work relief to enable some migrant workers who are temporarily unemployed to have work and income. Second, according to the requirement that funds follow the project, the 1.2 trillion yuan of local government special bond funds issued in the fourth quarter of last year should be transferred to specific projects as soon as possible. We will pay close attention to issuing the special bonds issued this year, make good use of the investment in the central budget, leverage more social investment, and strive to form more physical workload in the first quarter. Third, we should deepen the reform of the investment examination and approval system and study and issue policies to revitalize stock assets.
The meeting pointed out that in recent years, the reform of centralized procurement of drugs and high-value medical consumables has been continuously promoted. The market-oriented mechanism has squeezed the falsely high medical prices, saved more than 260 billion yuan in medical insurance and patient expenditure, and promoted the R & D and quality improvement of China Meheco Group Co.Ltd(600056) products. Next, we should promote the normalization and institutionalization of centralized volume procurement and speed up the expansion to benefit patients. First, focus on chronic diseases and common diseases, continue to promote the centralized purchase of drugs at the national level, and all localities carry out provincial or inter provincial alliance procurement of drugs purchased outside the national centralized purchase. Second, expand the collection of high-value medical consumables, and carry out the collection of orthopaedic consumables, drug balloons and dental implants concerned by the masses at the national and provincial levels respectively. Third, strengthen supervision to ensure that the price of selected products does not degrade. Fourth, implement the policy of retaining the balance of centralized medical insurance funds, promote the reform of the salary system, reasonably improve the income of medical personnel and mobilize their enthusiasm.
