Sichuan: 2.21 million mu of efficient and water-saving irrigation area will be added during the 14th Five Year Plan period

Five departments including Sichuan Provincial Development and Reform Commission and Sichuan Provincial Department of water resources recently jointly issued the "plan for the construction of water-saving society in Sichuan Province during the 14th five year plan", which makes plans for the construction of water-saving society during the 14th Five Year Plan period from the aspects of objectives, key tasks, key fields and regional priorities.

The total amount of water used for irrigation in the province will be controlled to be less than RMB 50.59 million yuan in 2020, and the annual effective water consumption rate will be reduced by 2.7 million cubic meters compared with the planned total amount of water used for irrigation in 2020.

At the same time, we should promote water-saving irrigation, increase the area of efficient water-saving irrigation by 2.21 million mu, create eight water-saving irrigation areas, promote water-saving in animal husbandry and fishery, and build a number of animal husbandry water-saving demonstration projects. By the end of the 14th five year plan, the utilization of unconventional water sources in the province will exceed 610 million cubic meters, and the utilization rate of renewable water in water deficient cities at and above the prefecture level will exceed 25%.

The plan also puts forward the key points and directions for the construction of water-saving society in five areas, including the hinterland of Sichuan Basin, Northwest Sichuan, Southwest Sichuan, Qinba Mountain and Wumeng Mountain. Taking the hinterland of the basin as an example, it is required to appropriately control the irrigation scale, speed up the water-saving transformation of canal system projects and the supporting of high-efficiency water-saving irrigation projects, and carry out the construction of sponge city to match the carrying capacity of water resources for urban development. In Southwest Sichuan, it is required to rely on the light and heat resources of dry and hot river valleys to carry out measures such as raincollecting and supplementary irrigation, slope farmland regulation and soil conservation, so as to promote water and irrigation conservation.
