According to the relevant national and provincial policies and regulations on the regulation of virtual currency “mining” activities, all virtual currency “mining” activities are strictly prohibited. In order to further strengthen the regulation, according to the notice of the national development and Reform Commission and other departments on regulating the “mining” activities of virtual currency (fggh [2021] No. 1283), the differential electricity price policy is implemented for the practical electricity from the date of issuance to the shutdown of the “mining” activities of virtual currency. The relevant matters are hereby notified as follows.
I. differential electricity price shall be implemented for all kinds of electricity consumption in virtual currency “mining” activities, and the price increase standard is 2 yuan per kilowatt hour. The execution power is the total power consumption of its corresponding household number. The measurement time starts from the date of the “mining” Act (if the starting date is determined before the date of issuance of this notice, the measurement time starts from the date of issuance) and ends on the date of the termination of the “mining” act. If the measurement time is less than one complete meter reading cycle, the power consumption shall be determined by multiplying the average power consumption in the corresponding meter reading cycle by the corresponding days.
It is necessary to timely communicate with the implementation date of the “virtual power grid reform” and the implementation date of the “virtual power grid reform” between the State Power Grid Development Commission and the local power grid development commission. All localities can refine the operation methods according to the actual situation.
III. power grid enterprises at all levels should conscientiously do a good job in electricity bill settlement and other related work, and charge increased electricity charges for the power consumption of virtual currency “mining” in time and in full, so as to ensure the implementation of policies in place. At the same time, the differential electricity price and price increase of the virtual currency “mining” project shall be collected and reflected separately, and managed in accordance with the relevant national regulations. The implementation of the previous year shall be reported to the provincial development and Reform Commission before the end of March each year. Please report the situation and problems encountered in the process to our committee in time.
IV. this Circular shall come into force as of the date of printing and distributing and shall be valid for 5 years.
