"In the face of the problems existing in the current County-level vocational education, such as lagging school running conditions, weak teachers, low social recognition and low nearby employment rate of graduates, we should focus on the reform and optimization of system and mechanism, make the county-level vocational education fully \'unbind\' and \'expand capacity\', and build a talent base that continuously transports the backbone for the main battlefield of county-level economic development."
