On January 7, the Civil Aviation Administration of China, the national development and Reform Commission and the Ministry of transport issued the civil aviation development plan for the 14th five year plan (hereinafter referred to as the “plan”). The plan clearly proposes to accelerate the expansion of civil aviation applications of 5g, big data, blockchain, artificial intelligence, Beidou system and other technologies.

The so-called 5g is the fifth generation mobile communication technology. It is a new generation broadband mobile communication technology with the characteristics of high speed, low delay and large connection. It is the network infrastructure to realize man-machine and object interconnection. 5g is also the focus of competition among countries. This advantage will certainly play a key role during the 14th Five Year Plan period.” On January 7, after reading the plan, a person from a large aviation equipment manufacturing enterprise told reporters.

At present, China’s civil aviation regulatory authorities and relevant competent authorities have begun to consider completing aeromacs2 based on 5g by 2025 0 technology “aircraft vehicle track facility” cooperative operation application demonstration and promotion in the industry, combined with Beidou satellite navigation system to realize general aviation flight dynamic information service.

A person close to the civil aviation regulatory authority explained to reporters that the so-called aeromacs is an aviation broadband mobile communication system for the airport surface area. It can provide broadband wireless network connection for the airport surface and corridor bridge area to communicate with aircraft, emergency vehicles, luggage trucks, meteorological radar, ground radar, fixed navigation auxiliary equipment and other sensors. “It is mainly used to transmit flight information related to surface operation with safety requirements.”

The situation mastered by the reporter shows that China’s civil aviation regulatory authorities have carried out airborne avionics airworthiness certification, and preliminarily established and formed relevant standard systems. At present, China Telecom Corporation Limited(601728) has started the construction of 5g ATG network. It is planned to complete the network construction in the third quarter of 2022, realize the network coverage of national routes, and synchronously complete the airworthiness of airborne equipment. After the completion of the network, the peak bandwidth of a single aircraft is up to 1Gbps.

In addition, Huawei, Zte Corporation(000063) and other operators have proposed 5g ATG air ground interconnection solutions. The above person told reporters: “the ATG technology and solutions based on 5g are mainly in the hands of Chinese companies, and foreign countries will also be an incremental market in the future.” However, he also reminded that at present, the mainstream paths that adopt ATG mode in the world are basically based on 4G technology.

Previously, Zhang Ruiqing, deputy director of the air traffic control industry management office of the Civil Aviation Administration, publicly responded that the wireless network speed on the aircraft was relatively slow, mainly due to the limitations of the communication technology system. “In order to solve this problem, first, our bureau will upgrade the traditional satellite communication technology to high-throughput satellite communication technology; second, in combination with the new 5g infrastructure, upgrade the ATG communication system from 4G to 5g communication technology; third, optimize the existing network structure and enhance network coverage.”

It is worth noting that at the beginning of December 2021, FAA, the US civil aviation regulatory authority, issued two Airworthiness Directives, the core meaning of which is to require pilots to prohibit the use of several flight operation measures when flying in a 5g environment. The reporter’s inspection of the airworthiness instruction shows that the disabled flight operation measures include automatic landing.

FAA also planned to issue a management notice to aircraft take-off and landing scenarios such as airport runway, helipad and airport to limit the contents related to 5g. After several games, at & T and Verizon, the two companies authorized to operate 5g business in the United States through auction, finally postponed the new 5g service to compromise with the FAA.

The reporter learned that China’s civil aviation regulatory authorities intend to focus on route flight during the 14th Five Year Plan period, carry out exploration and research based on ldacs and 5g ATG technology, and carry out pilot applications and services to improve passenger experience in combination with the development of Satellite Internet technology.

The so-called ldacs, i.e. L-band digital aeronautical communication system, is an air ground data link facing the route stage in the future. It adopts orthogonal frequency division multiplexing (OFDM) technology and conforms to the advanced ATN network protocol (ATN / IPS). It is mainly used for data exchange services between aircraft and ground control center and airline operation control.
