On January 6, the academic seminar on “personal data protection policies and technologies in the new era”, sponsored by the computer network information center of the Chinese Academy of Sciences (hereinafter referred to as the Chinese Academy of Sciences) and co sponsored by the Institute of intelligent computers of the century Internet chain network, was held in Beijing. The meeting advocated open cooperation among experts from all walks of life, launched the personal data community, formed an open cooperation mechanism around personal data research, and promoted the policy and technical research of personal data in China.
At present, the digital economy industry driven by big data is developing rapidly and releasing more dividends. At the same time, the traditional ways of personal information protection are gradually ineffective in the face of the advantages of new technologies. On November 1, 2021, the personal information protection law of the people’s Republic of China (hereinafter referred to as the personal information protection law) came into force, which is another important law in the development process of information security in China after the network security law and the data security law, and promotes the data industry to enter a new stage of personal data protection, development and management.
Researcher Hong Xuehai of Institute of computing technology, Chinese Academy of Sciences pointed out: “In the era of big data, there are still some operational problems in the protection of personal information, especially in the implementation of laws and regulations, which need to be solved by certain technical means. We hope that the industry will open up and cooperate, refine the scientific problems in personal data protection, and explore personal data protection schemes under different application scenarios through the interdisciplinary scientific cooperation of experts in various fields.”
From the perspective of technological development, Professor Meng Xiaofeng of Renmin University of China pointed out that the traditional Internet architecture has inherent deficiencies in the design of identity authentication and data ownership. It is necessary to redefine and design the data infrastructure in the context of the development of digital economy in the new era. The industry must look at and solve the relevant industrial policies, laws and regulations in the field of personal data protection from the perspective of development. It can neither ignore individual rights and interests, further strengthen the absolute advantage of the platform, nor make a cocoon and miss the development dividend of big data.
Ma Ju, President of century Internet Chain Intelligent Computing Research Institute, said that the big data industry in the new era should be a Shenzhen New Industries Biomedical Engineering Co.Ltd(300832) form characterized by personal data security and rights protection. The data industries such as storage, computing, migration, exchange, production and application formed around personal data will be a new blue ocean in the future.
“With the development of personal data protection technology, we are about to usher in a new era of personal data center. This not only requires the establishment of an innovative construction concept centered on personal data, but also requires the realization of privacy, security and non tamperability in the process of data storage and processing in the underlying technical logic of cyberspace infrastructure.” Ma Ju said that in an ideal personal data center model, everyone can easily establish and manage their own digital identity, and rely on the digital identity to store, publish and calculate personal data, so as to form the interactive operation between individuals and platforms, and realize the construction of cyberspace in a new era, new angle and new form.
Wang Wei, a researcher of the computer network information center of the Chinese Academy of Sciences, proposed that relevant units such as government, industry, University, research and application work together to actively cooperate in promoting open research, refining knowledge system, forming conceptual consensus and promoting international cooperation, and carry out research, development and demonstration of experimental systems, so as to form a personal data protection scheme with Chinese characteristics and global universality as soon as possible, Make it a necessary part and practical case of building a “community of common destiny in cyberspace”.
