On April 10, the second session of the seventh CPPCC Shenzhen Municipal Committee opened. In the joint group discussion on “vigorously developing the digital economy and accelerating the digital transformation of industries” held on the same day, many members offered suggestions on how to develop the digital economy and transform Shenzhen into a digital city.
Deng Wenjun, member of the Federation of industry and Commerce and Sangfor Technologies Inc(300454) senior vice president, believes that the key for Shenzhen to strive to seize the commanding heights of the global digital economy and promote high-quality and common prosperity is to consolidate the foundation of digital economy development, especially in three aspects: security, talent and platform.
In terms of security, Deng Wenjun believes that the network security industry in Shenzhen has developed well, and the innovation ability and competitiveness of the industry have been continuously improved. However, the network security industry is still in the stage of security product deployment and local rectification. There are problems such as weak awareness of network security, insufficient number of key technologies subject to people and enterprises, etc. For example, the network security budget of enterprises and institutions in Shenzhen accounts for only 0.2% of the annual output value of enterprises, and the number of network security enterprises is only 1 / 3 of that of Beijing. Therefore, he suggested that we should give full play to the advantages of the legislative power of the special zone, issue special laws and regulations such as the regulations of Shenzhen Special Economic Zone on the promotion of network security industry, highlight the importance of network security to social development and economic growth, establish a daily inspection mechanism of network security, commend organizations or individuals with outstanding achievements, and create a good atmosphere for the development of network security. In addition, he also suggested that the network security industry should be listed as the key development industry of the city, and the chain leader responsibility system should be implemented. The main leaders of the city should serve as the chain leader to formulate the top-level design for the development of the network security industry in Shenzhen, and the network Information Office of the municipal Party committee should take the lead to establish a long-term industrial policy system in conjunction with the municipal development and Reform Commission, the Bureau of industry and information technology, the science and innovation Commission and other departments, so as to tackle key problems in core technology, international exchanges and cooperation Accurate support for the introduction of venture capital and other aspects.
In terms of talent security, Deng Wenjun believes that we should innovate the digital talent training mode and create a “four chain” integration demonstration project. At present, Shenzhen is facing the challenge of digital talent shortage, which is embodied in three aspects: first, talents with top digital skills are in short supply; Second, cross-border talents with digital technology and industry experience are in short supply; Third, the follow-up training of digital talents is not systematic. He therefore recommends that:
(I) focus on 5g communication, cloud computing, artificial intelligence, information security and other key fields, take the integrated development of “industrial chain, innovation chain, talent chain and education chain” as the goal, integrate the advantageous resources of the government, universities, scientific research institutions and leading enterprises, and create several “four chain” integration demonstration projects. Taking the network security industry as an example, affected by the small number of professional colleges and universities, the disconnection between the training system and employment demand and other factors, there is a shortage of nearly 20000 network security talents in our city, which seriously affects the safe and sustainable development of digital economy. Relying on leading enterprises in network security, the government can build a demonstration base for the integration of “four chains” of network security industry, and build a new digital talent training model by holding innovation competitions, organizing off campus practical training, subsidizing vocational education, etc.
(II) based on the needs of enterprises, the introduction policy of digital talents will be introduced, and the recognition right of digital talents will be handed over to enterprises. For the digital talents recognized by enterprises, policy support will be given in terms of settlement, children’s education, housing subsidies, etc.
In terms of platform support, Deng Wenjun believes that we should build an enabling platform for digital economy and solve the dilemma of “digital equality”.
At present, the digital transformation of Shenzhen enterprises has entered the “deep water area”, and the mismatch between supply and demand of digital transformation is becoming increasingly prominent. On the demand side, digital transformation has become a “must choice” for more enterprises and is deeply integrated with enterprise business development. On the supply side, although the existing standardized cloud services can enable enterprises to enjoy the convenience of digital technology, they can not fully meet the needs of digital transformation of different industries in terms of data security and controllability, service response time and so on. In particular, non science and technology enterprises and small and medium-sized enterprises, constrained by factors such as high transformation costs and lack of digital talents, often face the dilemma of “digital equality” in the process of going to the cloud. He therefore recommends that:
(I) the government publicly invited outstanding digital economy consultants to carry out free digital transformation consulting services for enterprises, accelerate the application of intelligent equipment, advanced technology and digital transformation of enterprise core processes.
(2) build a digital platform for non leading enterprises in Shenzhen, and provide them with “digital economic transformation” and “digital benefits” for the majority of small and medium-sized enterprises in Shenzhen.
