The CPC Central Committee and the State Council attach great importance to coordinating epidemic prevention and control and economic and social development. They are required to promote the smooth flow of international logistics in China, fully ensure the smooth transportation of freight logistics, especially important production and living materials, and maintain the stability of the industrial chain and supply chain. On April 7, the Ministry of transport held a meeting on the coordination mechanism of logistics support, which was attended by the national development and Reform Commission, the Ministry of industry and information technology, the Ministry of public security, the Ministry of Commerce, the health commission and other mechanism member units. The meeting studied and deployed the work of ensuring the smooth flow of freight logistics.
The meeting stressed that coordinating epidemic prevention and control and ensuring smooth logistics is an important task to win a new round of epidemic prevention and control. It is an important foundation to ensure the safety and stability of the industrial chain and supply chain and maintain the normal production and living order of the people. We should conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, further improve our political position, base ourselves on the overall situation, scientifically implement policies, coordinate and linkage, pay close attention to implementation, and go all out to ensure efficient and smooth freight logistics.
The meeting pointed out that in view of the current problems of poor freight logistics in some areas, the Ministry of transport, the Ministry of public security and other departments strengthened overall scheduling, urged and guided all localities to scientifically and standardized set up highway epidemic prevention checkpoints, accurately implement traffic control by classification, improve the service guarantee of truck drivers, and make every effort to ensure the transportation of key materials such as medical treatment, people’s livelihood, energy and agricultural materials, and achieved preliminary results. However, the implementation of policies in some regions is not in place and the problems of overweight at all levels still exist. The problem of poor logistics operation in some epidemic related areas such as the Yangtze River Delta is more prominent. More practical and effective measures must be taken to open up blocking points and checkpoints, ensure the smooth operation of logistics in the whole country and strengthen the service guarantee of truck drivers.
The meeting stressed the need to immediately deploy and implement practical and effective measures to address the outstanding problems existing in the current freight logistics, so as to ensure the “one interruption and three continuations” (one interruption refers to resolutely blocking the virus transmission channels; “three continuations” refers to the continuous highway transportation network, green emergency transportation channels and necessary transportation channels for people’s production and living materials), so as to effectively maintain the normal production and living order of the people. First, it is strictly prohibited to set up epidemic prevention detection points in the main line and service area of the expressway, and it is strictly prohibited to shut down the expressway service area without authorization, so as to ensure the smooth flow of national transportation trunk lines. Second, we should establish a unified format, national mutual recognition and convenient pass system to ensure the national pass. Third, we should formulate traffic control measures in accordance with the law and regulations, and do not add weight at all levels and apply one size fits all to ensure the unity of traffic control policies. The fourth is to ensure that the truck drivers are provided with basic services such as toilet and catering in time. Fifth, we should strengthen regional coordination and information exchange, achieve unified summary and timely release, and ensure the interconnection and sharing of control information.
The meeting required to strengthen road network monitoring and dispatching, improve the three-level linkage dispatching mechanism of ministry and provincial stations, and timely dispatch congestion and slow traffic toll stations. We should strengthen the release of road network operation information and guide the public to make reasonable travel planning.
